Run these repeatable missions to gather enough EC to buy the Carrier from the Exchange. Use multiple characters/Accounts to gather the EC quickly. If you have a little patience you can afford just about any ship on the Exchange.

Sell loot on the exchange. You'll almost always get more than if you vendor'd it, and in my experience someone buys almost every space item. I've had very little luck selling Ground items, though. Don't bother selling crafting samples or common loot though.
Officer packs and common Duty Officers can score you big money, because people are always looking for common doffs to dump into a starbase. Purple Doffs also sell for a lot, but you might want to keep them depending on your playstyle and build. For whatever reason Blue and Green Doffs are actually a tad bit harder to sell (probably since most Starbase/Embassy projects don't require them).
I just sold a Temporal Duty Officer reward pack for 1.2m EC (though you need to open a lockbox for those).
I am looking to start working to get a Jem?Hadar Dreadnought Carrier and was wondering if it was worth it? My biggest question is can I put federation hangar ships in it or if I can get it, will it take BOPs?

The Bugnaught is faction independent. You can put Federation pets on it if you open it on a Federation character. It cannot use BOPs even if opened on a KDF characters, because the BOPs are unique to the Vo'quv.
As for "is it worth it"... It is the most powerful (PVE) ship I have ever used. The combination of escort level tactical ability and dual hangar bays is just obscene. Sluggish, a little fragile, but it will instantly annihilate anything put in front of it.
The Dreadnought is a nice looking Carrier and right now there's plenty of hype around it.
If you're looking to buy one via the exchange the best bit of advice that I can offer you is to save and wait till it has been around for a month or so and its price on the Exchange drops a bit more.
I've been waiting to grab a Dreadnought myself and I've noticed that in the last few days its asking price on the Exchange has dropped about 20 Million EC.
The Dreadnought price was going anywhere between 110 - 95 million EC a few days ago but if you check the Exchange now its ranging from 90 - 78 Million.
Give it some time and see where the price goes.
I was able to buy my Recluse for 50 Million EC and an Orb Weaver (wanted the console) for 25 Million EC a couple of months back so sometimes it's good to play the waiting game.
If you like to go Pew-Pew while spitting out hangar pets, the Jem'Hadar Dreadnought Carrier is the best in the game. The turn rate is terrible, that must be mentioned. Because of that, I rely on Beams for this ship. But with the console lineup, a Tac Cmdr BOFF station, you can make this thing hurt quite a bit.
It's simply the most offensive minded carrier in the game. The Kar'Fi shows up well also in this regard, but in sheer power the JHDC is really the nastiest.
I love My Dreadnought! I got mine on The Echange The other night! I added The Borg Cutting Beam to Mine plus i put a harqpeng Torp launcher on Mine as well! and My Main Fed Character has one too!:D
