My toon is tac, and I am planning to go for offensive build which can survive. The build is aimed for PvE against all kind of races, and armed with cannons. So far, this is my plan on paper:
cmdr tactical:
tactical team 1,
high yield torpedo 2 (for plasma)
cannon rapid fire 2 (or attack pattern omega 1)
attack pattern omega 3 (or cannon rapid fire 3)
Consoles
4x plasma consoles Mk xii very rare OR 4x tetryon consoles mk xii very rare
2x Monotanium Alloy Mk xii very rare
Science consoles (undecided)
weapons
3x dual heavy cannons Mkxii very rare (plasma or tetryon)
1x plasma or quantum launcher mkxii very rare
3x turrents mkxii very rare (plasma or tetryon)
Questions:
1. I am undecided about science consoles and lt.cmdr station. Note that I don't have skill points in sci tree.
2. As I don't have skill points spend in sci powers so I guess I would need to relay on aux power if I go for offensive sci for lt.cmdr station, no?
3. Tetryon or phased Tetryon dual heavy cannons? If I go for phased tetryon then should I go for 2x tetryon and 2x phaser consoles?
and finally,
4. what duty officers should I have?

In your science console slots, nice stuff would be universal consoles (Borg and/or Romulan Zero-Point) along with Tachyokinetic if you can get the lobi for that. Shield Emitters if you want healing and Field Generators for extra shield cap would be good.
A suggestion about the high yield torp. I find that in most PvE, I have to bring down multiple targets, so Torpedo Spread might work better in that situation.

This depends. If you go in PvP, having Viral Matrix will do pretty well, and you don't need Aux power for that. The same is true for Tractor Beam Repulsors, if you're using them more for damage than push. For the Lt.cmdr station, I would go with Eject Warp Plasma. It's a nice power that has the potential to slow mobs down quite a bit more than Grav Well does, given your lack of spec.
As for defensive capabilities, you could put Aux to Structural 2, TSS3 or HE3 in there and that would give you quite a chunk of survivability.
3. Tetryon or phased Tetryon dual heavy cannons? If I go for phased tetryon then should I go for 2x tetryon and 2x phaser consoles?
Either one is perfectly fine, and it's really up to you. However, both types will only benefit from tetryon consoles only. Phaser consoles do not increase phased tetryon damage.
