ships with cloaks have some of the lowest hull and shield points in game for the cloak.

Yeah, but then the hull difference between them and non-cloaking ships is not that big to be a handicap for Klink ships. Not with all those buffs and healing available for free to everyone. Even BoP is not all that weak, although it is weakes STO ship I think.
And before you say something - I do not think that cloak is OP. It makes Klinks too dependant on it and can be exploited nicely. Still the lowest hull/shield ratio between them and uncloaking ships is not all that relevant I think. It was - like... 6 seasons ago or so.

Please call me when the KDF has ships that can be specialized and have the most optimum Boff layouts. All of your "20" escorts are pretty much better than anything on the KDF side including the BoP, your "20" cruisers are pretty much the best when compared to the KDF equivalent, oh and the "20" Sci ships you have, KDF really does not have a sci-ship per se, yeah we have the carriers and few one offs but nothing dedicated to sci.

The BoP is the only one with battle cloak, once the battle is on and every ship but the BoP de-cloaks there cannot cloak again until battle is broken. Kdf has the weakest shields in the game, defense in the game is about shields not hull.

Low hull and shield HPs matter. Low shield regen matters. 1 less rear weapon mount matters. 1 less ens boff slot matters. At least 1 less Tac slot matters. No Sci console varient matters.
To the OP, your team needs to work to reduce the Raider's movement and disable the cloak. TB does both. EWP does both. VM can do both. There are other options as well.

Kingons are NOT space orcs. They do NOT rush mindless into the enemy, but use clever battle tactics ... their way of fighting is more compareable to the Huns (their look in TOS also implies that), which used mounted archers to hit and run. To be more mobile than the enemy is the major strategy.
In the Klingon way of warrior, it is also not honorless to use cloak to do a tactical retreat to later have the oppurtunity to deal another deadly strike to your opponent. This would even be more honorfull than simply throw your life away in a situation you cannot win. The latter would be brave ... but simply stupid, even in Klingon society.
To leave a PvP match, because your team is loosing ... yeah, that makes you an "petaQ".
crying about battle cloak? just try flying a bop and tell us how overpowered it is. its extreamly fragile and has a unique tactical option, its balanced and fair. bops have largely been left behind umung all the power creep anyway, and theres a fed escort with every good bop station setup. cry more feds.
Sounds like mr feddy has been hit by mr alpha then couldn't lock his cannons backed by 5 tac consoles onto the tiny BARE hull of the bop

What do you imagine the battle cloak is for? Not for choosing the time and manner of the engagement, because ships with standard cloak can do that, and bring more of everything else with them.
So I should stay and die while ignoring the one specific function that makes a BoP unique? Seriously, is the only purpose of the battle cloak to taunt you during your respawn timer after a successful kill? I thought that's what fireworks were for.
By this logic, I'm going to have to say that it's impossible to have Honor & Shields when used to escape death. Weapons too, don't use those as intended.
As an aside, we've now got a Fleet BoP with 16k hull, and a torpedo with 4k hull. How long until ships are shooting things that are "bigger" than they are?

Well, looks like I set something off here. It was a good read and educational, in the beginning anyway. I should explain with more detail what happened. I'm doing a lap round the Universe to get my DOFF's done. Enter Om. Len. and I get a msg. "I challenge you in the name of the Empire!" I chuckle. After buying time to complete my DOFF's I reply that I will fight this zealous Klingon. We do space pvp - cracked planatoid. First match, I decimate the player. Second match, I destroy it. Third match was never going to end due to epeen (I guess). Just as I would get him to explode... he engages the cloak and sets off healing and letting cooldowns recharge. We did this three frakking times. He can't get past my shields, OK? That's lacking honor. That's being lame and it's nothing more than that. While this problem cannot have happened to just me I still don't see any solution. I can't think of one, nor has anyone else I guess! I guess there is one solution - avoid battles that offer the 'breast of comfort' to suck on, AKA the Battle Cloak. Thank you for your attention.

Um, yeah, that's a bit different from your OP. Cloaking in duels is just dumb, as is bringing a hit and fade build. No CC on your part is too, but far less so.
There are solutions, and they have been presented. Do not let him cloak. Do not let him move. Kill him faster, while the cloak is on cd.
But yeah, Battlecloak in a duel is lamesauce. On occasions that I duel I usually ask if they'd like any gentleman's agreements up front, like no trics. You could always decline if they say they plan to use their battlecloak.
And for the record, your thread title v. your last post, a duel is not representative of FvK.

I run a ship with no energy weapons and huge points in speed, no cloak. I sometime never die a night and when a person locks me down with a well timed alpha companion. I give props.
I have although a escape every 30 sec and put out more dps than a whole team can do a match avrg 800k + evry 15 min. I choose my fight and I choose to risk death, almost never am I a victim of there will, I oppose my will upon the battle field, and pug vs premade cry runner on me I laff. I just replay cant keep up l2p. I know the best and respect them, new f2p people need to get off there premade horse and kneel and open up for a big can of woop a##. Skill has taperd off year after year. Vet have more than just damage and heals.
I have a ship that no one will ever duplicate because they cant. I eat BoP for breakfest and blow them up cloaked. I also know my place, I know my build, I know my opponent off fist alpha and how to adjust. I know when situation arnt good for me and I take advantage of there week links. Just as the new players should relise to switch targets, because point click is not this game.
There is a conter to all, cloack = scan, cloak = Tbr, cloak = follow mine to target, cloak = listen for alpha ( yes you can); the best, like emojoe will 2km drop alpha = death if not prep.
Runner = (all power to engine) omega, engine battery, aux to internal dampeners, speed burst console, evasive.
Cloak is not a i win.

Cloak is ultimately effective against one foe. If there's two you'll be lucky if you can successfully cloak.
Being able to get out of combat to re-cloak is difficult if there's more than one foe. My tactic is to run out of range, with or without Ev. Man., or use Jam Sensors. But again, only effective against one foe.
If I'm being ganked; re-cloaking is suicide anyway.

Feds needs to shut up about this junk. I am a 50/50 fed/klink player. I see nothing super OP about one side or the other in PvP except unfavorable Match Making teams. If you are in a group without the correct counter, then the other side seems OP. Just take your round loss and go own the next round when Match Making gives your side the edge before a shot is fired.

I would say it depends on the ship this foe is flying. And his personal preferences and setup. Good luck on trying to use cloak vs sci ship configured as BoP killer with sensors boosted to maximum and kinetic and/or plasma build. Patrol escort with eng as pilot. Yeah, you may surprise him, but it would be pretty hard to kill him.

What is evil? Evil is, what a society's moral define as. Even different epoches of time in mankind's history had different definitions what evil is.
So, we can assume that, if there are other sentinent species in the outer space, the will have a different idea of evil or maybe even none.
Therefore, Klingons are not evil. Their moral values are just different then ours.
