The push at S6 and S7 to give fleets an identity has been a very successful event. Now there is a reason to join a fleet and work with them to a common goal. But fleets still lack some sort of way to interact with one another. Not to mention the hundreds of one maned fleets who only use the fleet title for more bank space or other small fleets who cant level a starbase as fast as a larger fleet. So here is my proposal...
Fleet Alliances
Rumors of a Dilithium Mine was in the works, well how about having fleets go to war over the resources? Form alliances to compete with other fleets and have better use of starbase operation assets and bring fleets together as a whole
Fleet Departments
This can be used for small fleets to come together and work on a starbase together and still keep their identity. For insance, Starfleet Command. Divisions, Starfleet Command Alpha, Starfleet Command Beta (or any name they want).
But what are your guys thoughts?

I am in a small fleet and yeah it does hurt to level up a starbase, but I do not want any special scaling resources to help small fleets level faster than 10 years. A Starbase is suppose to take a huge amount of resources. Fleet marks are not too hard to do since there are multiple ways to earn lots of Fleet Marks (CXP and Dailies for example). Dilithium does hurt quite a bit and can be a huge bottleneck but after doing a full 4 hours I find myself easily getting 8000 dililithium in a day. Plus there are several other sources of the purple ore that can easily be done. An idea to help small fleets could be to make projects of a fleet public or be invited to the Starbase where somebody in a large fleet or no fleet at all can contribute to earn Fleet credits (could be scaled) and being able to use those fleet credits.

Have a console on a SB that if you access it, it gives you the project list for that fleet and then you can contribute to it the same way you do now. Then you get fleet credits in return just like the system currently works.
The only issue, would be provisions/buying things from the fleet stores.
Alternatively couldn't divisions simply have their own fleet provisioning projects? If your fleet has three divisions (including the founders) then a division provisioning project would have one third the cost for one third the provisions earned. If the divisions aren't equal in size then a bigger one can just run the project(s) more than once.
So basically fleet "unlock" projects would be shared between divisions, but each division would accumulate its own resources.
Otherwise the simpler solution would be to have divisions simply be a way of merging two fleets; you would become a member of the parent fleet, but your tag will give the name of your division so it retains its identity. This means that a division would be more of a cosmetic thing, though its leaders would still have control of who is in their division rather than being a member of just the parent fleet.
For example, if I have my fleet "Haravikk's Awesome Fleet" and it became a division of "Some Other Fleet", members of my fleet would become a full member of "Some Other Fleet" with their rank determined by its officers. However, they would also still be members of "Haravikk's Awesome Fleet", allowing them to choose this as their fleet name if they prefer. They would still have a rank allowing them to add people my division, or eject them (removes them from division but not from "Some Other Fleet").
So basically you could be a member of a fleet and a division within that fleet, with a separate rank for each, but the division would essentially be cosmetic only. However this would allow for the possibility of the division becoming a normal fleet of its own again.
Say that small fleets A, B and C ally with (and become "divisions of) big fleet D. Up until this point, members of their respective fleets contribute to their own upgrade projects.
Eventually fleet D's starbases reaches Tier 5 in all categories. Fleet D members would then have the option of donating to fleet A, B or C's projects and earn Fleet Credits for themselves.
It's a win-win for both - fleets A, B and C would get a boost in contributions, whilst fleet D members now have some extra FC to spend on Fleet gear or provisions.

Option II: Put provisions into the console for significant contribution
Option III: Instead of inviting people to your SB, make SB that allows people to get fleet credits/provisions in exchange for contributions
