Where have all the weapons gone?

As a member of a very small fleet I don't have access to fleet ship weapons.

Pre season 7 this wasn't such an issue, you could easily buy weapons of ANY energy type with decent(ish) modifiers in the DS9 store, now you are stuck with plasma from the reputation trees.
Every other energy type has been nerfed to death. The modifiers on the crafted and dilithium store weapons are so pathetic you would be mad to waste resources on them and since last week's patch, decent weapon drops of any kind appear to have dried up in both Fleet Action and STF rewards.

Antiproton weapons have been consigned to the dustbin altogether, there are a few decent AP weapons on the exchange but the prices are ridiculous. When these are gone that's it, no new Antiproton builds.

Same with MK XII Quantum torpedoes, they don't exist anymore. I am lucky enough to have kept one from pre season 7 but anyone else wishing to acquire one is out of luck.

I started playing STO with the intention of building my character up in PvE and then eventually switching to PvP when I reached a level where I could compete and not just be cannon fodder. This relies heavily on having weapons that are at least as good as the opposition's.
That plan is now out of the window.

So, returning to the question in the topic, where have they all gone?
Where can anyone nowadays get the weapons they need to be competitive in PvP if they aren't in a huge fleet?
Is PvP now the domain of those who have either been playing for a long time and already have the weapons they need or those who are part of some impersonal mega fleet?
Am I missing something and there is actually a source of good ship weapons out there that I don't know about?

The way I see it neither luck, money nor grinding can get you the gear you need and it means that a large swathe of the playing community will never be able to play PvP.
