Instead of transporters, how about a torpedo launcher that flies a few KM, then splits into mines. However, unlike the Breen cluster torp these don't need a locked target, and even if you had a target it wouldn't follow it. It would just fire straight off the front (or back, depending where you fitted it) of your ship, and then disperse at the appropriate distance. They could even be affected by Dispersal Pattern X.
They exist in canon as Eagle's Claw Antimatter Mine torpedoes, used by the B'rel BoP (Klingon BoP Haynes manual, pages 44-45), and as the book's licensed by CBS getting permission should be simple enough.

Except how many times have we seen the Away Team trapped on a planet's surface, and can't be beamed out because the Enterprise is under fire and can't drop its shields?

Their point still stands, if you know the shield frequencies there is nothing stopping you beaming stuff through, their transporter operators must have been ensigns...
Canon Trek has had Federation ships beaming through their own shields shields at least since Voyager.
And you do know what the Tactical/Engineering/Science Team abilities are, right? They can be used with shields up, including beaming them to other friendly ships also with shields up. So in STO you can definitely beam through not only your own shields but also allied ships' shields.
Beaming mines wouldn't be all that useful against moving targets, though. The target would be out of range before the mines activate. Still, a nice option to have as a boff ability. Maybe engineering?
