Yeah, some of them are pretty meh, but you can do the IR's every 30min and those reward almost twice the Fleet Marks you would get from a Fleet Event/Starbase Defense and they don't depend on a 'bonus event' either(or anyone else knowing wtf they are doing in group). You can farm some EC in the Foundry too if you're bored.
Sadly most of my suggestions seem to involve solo play.

With the Reman gear through Rep system, you dont have to constantly wait on the Vault event to get the complete set anymore.
STFs are very generous with Omega marks. At least 90 guaranteed for completing them, often more + 22 bonus marks for completing Optional. Dont need events to have an enormous surplus of OMs/BNPs and Dilithium for gear.
IORs is one of (if not the) best way to farm Fleet Marks. On a 30 min cycle, if you time it right and/or rotate characters, its practically non-stop and a great source of Dil as well.
Rom Marks come by the hundreds per day if you get a nice cycle going with the Epohh tagging/Doffs.
For the first time in a long time, I feel like Cryptic with Season 6 & 7 has opened the door up for people to freely play whatever, whenever and not being funneled into their time slot constraints as it was previously. Sure there are some events I still like to play when they are on, but no longer are they 'NEEDED' to stay ahead of the curve, but rather just pure BONUS content. STO is better now than its ever been IMO.

See, I really dont bother with the Fleet Mark events unless I do them with my fleet mates and blaze through them with ease and speed. I dont PuG que TRIBBLE in this game anymore.
Just by doing the IORs alone is 100-150 fleet marks per hour per toon and I run it with at least one fed and one KDF cycling off and switching to other fed/kdf toons as needed or I feel like using. So basically for me, Im never waiting on cooldowns.
Nuke is still on the map? That place is utterly worthless.

Everything is so easy mode now that I really just do not care, nor bother with the gated events now. They are just mere fluff content.

I think you're on the right track here, though I'm not sure if it would have to be a huge four-hour block. There are times that I'd much rather be stomping Mirror Universe ships than farming Tau Dewa missions, so logging-in at just the wrong time that I'd have to wait four hours for the Mark event to clear would be kind of a drag.
Perhaps just a one-hour "all Fleet Mark sources increased" event and another for Rep Marks, then run those two back-to-back every few hours. Maybe increase the multiplier too, so it wouldn't necessarily have to be more than an hour long.
There's a bigger problem, though - while I love the hourly event rotation, the actual events in it rarely appeal to me. That needs to be diversified, maybe not before the Marks situation is improved but hopefully very very quickly afterward.
Cryptic could start by rolling Fleet Actions and PVP into it. Daily event increasing FA rewards, bam. Daily event boosting PVP mission rewards, bam. In a lot of cases it's just a matter of reorganizing the content which is already there. Hell, it could even get more than a handful of players in the queues for once.
Hourly events, when shuffled properly to keep things random, can be fun little additions. The trick is to not make them necessary if your only goal is to farm something.
Right now the multiplayer fleet things aren't worth bothering with when Foundry daily offers marks at a better rate than a highly successful half-hour of multiplayer events will net you.
IMO, if the marks for multiplayer missions were increased by an average of 8-10 per run, but the hour event boost remains fixed, it'd be a much better setup which would make grinding marks via multiplayer less daunting. So let's say I average 22 marks from Fleet Alert and Colony Invasion. 44 marks in about half an hour if queues are flying. But with a boost of 8 to both, that's more like 60.

Hell, I'm a solo player and I've managed to accumulate almost 4000 Fleet Marks on my main over the last month or so of semi-casual play. That's all from the Reports. As with a lot of issues, the answer in my mind is to make other content more appealing rather than dropping a nerf hammer on things.
