I am thinking about playing STO again. It has been well over a year.
I purchased the lifetime sub from the beginning (at end of beta), so I think I should have some resources built up.
I am trying to make sense of all that is different, but it is feeling a little overwhelming.
I am trying to decide, and therefore looking for suggestions on either picking up where I left off and adjust to the changes, or start from the beginning with a new captain.
The only significant characters I have from before are a RA, UH [46] and a Captain [31].
If I just started playing from 46, would I be missing out on any of the new parts of the game?

Sometime last year, I responded to any email and created a Perfect World login. Now I looks like I am new, and instead of joining during closed beta, way back when.

When they changed the Forums back in June, I want to say, Everyone effectively restarted. Some people even had to change forum names. That is why you will see a bunch of people with a Jun 12 start date, despite others being from beta era.

I recommend you start a new character, they changed the Tutorial mission too.
If you don't have an open slot, which you should have 3+ character slots being a LTS Gold member.
The LTS was recently changed. You get ALL the Vet rewards upon purchasing an LTS.
Also, starting with Season 5, all Gold members get a 500 zen (PWE's Zen replaced C-Points/Atari points) every month, on the anniversary of the subscription creation.
Since you say you haven't logged in for over a year now, you should have 6000 Zen waiting on you to spend.
I won't tell you too much more, since you were an LTS before Season 5, PreF2P, I will leave you to do the Star Trek thing. Explore and discovery for yourself.

I think I am inclined to start a new character.
I do have over 7000 Zen it looks like, but my only concern is that I will have to spend some of it on the new char to make it equal to my existing one. For things like inventory/bank slots, and stuff like ship slots, which I seem to have a lot more of on the old character.
If I remember right, I think you get some ship slots as you level, but my old char has 13. Do you get that many from leveling, or did I maybe get them some other way, back then?
I am also concedering just playing a new char for the new starting experence, and maybe switching to my old char when I get to same level.
Is there any downside to doing this?
(Sorry for the newbie-type questions, things just seems so different from what I remember)
No not really, you could play a new one to cap then once you feel you have a good handle on everything again pick up your first character again and take that one to cap and keep playing him if you want.
The Major changes since "your time" should include :
- The Foundry -- a tool set that allows users to create missions (and other players to play them) .
- New currency's (zen , dilithium) .
- The Doff (duty officer) system . A virtual card-like mission system .
- Starbases / Embassies -- this requires you to join a Fleet/guild . It's nice , but not a "must" . Your choice .
A thing to note is that you currently level up much faster then before , meaning that many story missions will be left unplayed by the time you hit VA (LEVEL 50) .
Too much has changed since launch. The only reason to jump back into an existing character would be to watch your screen fill up with enough retroactive accolades to boost your toon up twenty levels.
