The Starbase defence system is nice and all, but I'ld love to see a move Dymanic Starbase Defence like the Red Alert system. Think DS9 when Sisko lost the station. I won't write a wall of text, but just some very simple points on how this would work.
Mechanics
- A Fleet Red Alert pops up requesting all members that are logged in to defend an attack on the fleet starbase.
- Scales to the amount of members currently logged in (5 members min)
- Count down of 10 minutes to get yourself / fleet together.
- Max one every 6 hours.
Fleet Reputation type system
- Scale of -3, -2, -1, 0 ,+1 ,+2 ,+3
- Start at 0
- Successful defence grants 1 point
- Unsuccesful defence removes 1 Point
- If you reach -3 status, you loose visiting rights, and contribution rights to projects.
- If you reach +3, you receive discounts to fleet project contributions, and reduced project duration timers.
- Awards fleet marks and Dilithium.
Pretty simple idea to add some function, and changes Fleet Starbase from more than an item store and resource sink.

You lost me right here. I am not in favor of that penalty. Fleet Starbases are at least in part Social Zones and should never be subject to a "Denial of Service".
I get that you're going for realism... the starbase is damaged, hence it can't be used. But I think the negative impact outweighs the value to immersion.

I think some fleet vs fleet actions involving one fleet attacking another's starbase could be a good alternative, with both sides gaining military experience and the winner gaining provisions. Could also offer this as fleet training exercises to earn just experience without involving another fleet.
It could however be used for bragging rights, with a rating system that represents how successful a starbase is at defensive alerts, and how good the fleet is at fleet vs fleet actions.
