Mine didn't come with the game. It's been a while so I can't remember precisely where I purchased it, but I presume that at some point they were packaged together.
At any rate, it's not really based precisely on STO lore, but rather a collection of short stories that serve as an explanation for how some events came to be. It includes in its appendices "The Path to 2409", which is used for Starfleet Academy/KDF Lore missions at the factions' respective academies.
It's more of a prequel to STO, read it after the comic ST:Countdown.
Norway and Yeager dammit... I still want my Typhoon and Jupiter though. JJ Trek The Kelvin Timeline is just Trek and it's fully canon... get over it. But I still prefer TAR.

'...I can tell you that we're not in the military and that we intend no harm to the whales.' Kirk: The Voyage Home
'Starfleet is not a military organisation. Its purpose is exploration.' Picard: Peak Performance
'This is clearly a military operation. Is that what we are now? Because I thought we were explorers!' Scotty: Into Darkness
'...The Federation. Starfleet. We're not a military agency.' Scotty: Beyond
'I'm not a soldier anymore. I'm an engineer.' Miles O'Brien: Empok Nor
'...Starfleet could use you... It's a peacekeeping and humanitarian armada...' Admiral Pike: Star Trek
Has anyone read it? Is it any good? Does it follow the game or add to the current story missions?
Its adds to the Path to 2409 backstory that they wrote for STO and then promptly moved away from ingame. Its a dry read of a book since its all interviews but at least it builds the backstory up so its more confusing when things don't follow it.
It is an entertaining read. The problem being that it assumes the Undine are the Big Bad of the game and well.. our current goals are to save the hippie Deferi and the hippie Romulans from the Borg and Tholians/Iconians.
I bet 90% of players don't even complete the Undine missions.

Yeah, I had a particular gripe with one of the Academy lore missions...
And STO makes absolutely NO mention about the war with the Undine. Also it mentions Data as captain of the Enterprise-E. Now, Data is functionally immortal so you'd think that he'd STILL be in the chair in 2409, but in the DS9 story arc in STO....who the fark is the captain of the E? No mention anywhere that Data was promoted at any time either....

The E was lost, per the Path to 2409 (which they should put back on the website). The F is the one we see in game.
I dunno, I think the highlight of the book was when they discuss about the drunk baseball playing Undine. That made my day. Though the final two chapters (which occur in 2415) with Picard and Crusher's son was pretty cool. And I got really unnerved about the woman who murdered her neighbor in WA state because the town they give is one my best friend lives in. So, it's a nice bit backstory. Just realize that it's written in-universe in 2421, but has interviews from 2391 through then in there. So it's more of a "this is the stuff that wasn't classified" feel.
As far as the Iconians NOT being referenced, it's implied that they're involved in the [TEXT REDACTED] scenes of the novel.

You mean "The Needs Of the Many"? I have that book sitting right now on my desk.

TRIBBLE Hydra! Hail Janeway!
I'd have to agree with that...the ethical ramifications of Data's "resurrection" and B-4 making the heroic sacrifice...
