The software is called Say2Play, and has dozens of popular games already set up in it. Modifying one of the templates or building your own isn't too difficult. I tested it with LOTRO, and it worked well enough on a warden. I am pretty sure it could be set up for STO with no problems.
They make a wondrous mess of things. Brave amateurs, they do their part.
The STOVI video looks faster than what I remember from using Say2Play. So from my experience I'd say 1) probably not a scam but also 2) probably not as good as he makes it appear.
