This is my vision of what the Sarr Theln should be in the future Breen Lockbox (because you know they will have one). It is probably OP, but I wanted to have fun making it. That's the whole point...
It may fit the Energy Dissipator Console from the Chel Grett Warship. It should also come with a "Slave Transporter" console that steals a percentage (say 25% of alive crew) of enemy Crew from an enemy ship (their shields must be down) with a 1 minute cooldown.
Also, the Breen Absolute Zero Set should have a 4 piece set bonus when used with Either the Chel Grett or the Sarr Theln. The 4 piece bonus will be called "Cold Fusion Secondary Power" that grants +2.5 power to all subsystems.
The Dielectric Oscillation Resilient Shield should also have a new graphic model. The shield should trap charged polaron particles inside the shield, creating a snow globe effect. (glowing particles float around inside the shield)
I personally disagree with putting cannons on more ships like that. Mostly because that's supposed to be KDF territory. The Chel Grett is pushing it, imo.
Just have it stick with beams/single cannons, and it's all good. Maybe try to limit the number of universal boffslots it has, as well. They're not really supposed to be common.

It would be able to use all of the abilities that the Sarr Theln NPC ship can, and still have enough ability options to make almost everyone happy. It's sort of like the Atrox BO slot loadout, having a commander BO and two lieutenant commander BO's.
I have to say it's odd that the Wiki says the Sarr Theln can use Scatter Voleey 3, but whatever.
It should also have at least 3 of each console. I don't really care which type gets the 4th console slot.
My idea for this, is that you run at high weapons and aux power, and use energy siphon to raise your weapons power even higher, letting you use lots of beam weapons with great effectiveness. Which is why fitting cannons on it would be a waste of its potential, IMO. Being a carrier it wouldn't have a great turn rate, anyway.
The Breen are notorious for using energy siphon and energy dissipators, which is why I think it should be a crucial part of its successful build.
Too much turnrate, tanking, or hangars. You need to remove something here to make a balanced cruiser. And if you want DHCs then it's 4 turnrate if you want some tanking. That's how current ships are built.

I personally don't care if it can mount DHC's or not. And 1 Hangar is fine.

I changed the BO layout and I added approximations for crew and hull, so I wouldn't care if they added or removed a little bit there to make it balanced. Also I dropped the shield modifier down to a flat 1.0.

The Atrox doesn't have any ensigns. I actually borrowed this BO layout idea from the Atrox (different types, but same ranks).

But an atrox has 6 weapon slots. And no ltcmdr tac. Your ship has 8 beams, and a ltcmdr would make this cruiser really superior to a galor or a d'kora with such a turnrate, pets and DPS. The uniqueness of the galor comes from its ability to use FAW III. Your ship could use FAW III AND pets at the same time (= torp spam). The galor would be utter garbage.

I love this BO layout though :P but I can understand where you're coming from. I didn't notice it was so similar to the Galor until you mentioned it and I took a look.

Was bumping it from what STOwiki has for the NPC which is 3/2. If it were a single hangar, could easily see it being a 4/4...

If it had 8 weapon slots and sensor analysis, but no subsystem targeting, and no ability to fit cannons, I would be happy.
I realized if it had a Bridge Officer setup like this:
