as I am coming up on the home stretch to getting my hands on a Breen Chel Grett Warship for Free, I was curious to see what you would do with the ship.
Personally, I would play it like my old Fleet Tor'kaht, except a bit more agile, probably something like this:
Commander Tac: Tac Team 1, Attack Pattern Delta 1, Cannon Rapid Fire 2, Attack Pattern Omega 3
Lieutenant Tac: Tac Team 1, Cannon Rapid Fire 1
Lieutenant Commander Sci: Hazzard Emitter 1, Polarize Hull, and either Transfer Shield Strength 3 or Tractor Beam 3
Lieutenant Eng: EPTS1, Reverse Shield Polarity 1
Ensign Eng: EPTS1
Consoles:
Tac: 4 Energy Weapon Console (Any weapon)
Eng: RCS Accelerator, 2 Neutronium Alloy
Sci: 3 Flow Capacitors or Field Gen and 2 Flow Capacitors
Its an interesting ship but i wont be opening mine. Problem is it appeals to all three playertypes in order to be popular, and i'd rather have something that does 3 things REALLY well instead of 6 things badly

I can understand that. What I like is the fact that it appeals to those that are Tac Officers, but hate Escorts, like me. Mostly because I'm not too good at going at such fast speeds. I like my Fleet Excelsior, and this ship will be a good in between a Cruiser and Escort.
I'm currently using Polarized Disruptor DHC's and Turrets with the Romulan Plasma Torpedo in the front and the Borg Cutting Beam in the aft.
I use 1xRCS and 2xNuetronium Alloy consoles
2Field Emitters and Borg Assimilated Universal
4xDisruptor Energy Weps Console. Sometimes I swap one out for the Breen Energy Dissipator (I'm still on the fence about it's usefulness to give up a console slot).
I run TT1, Torpedo Spread II, CSVIII and CRFIII for my Cmdr. Tac
I run TT1, APB on my Lt. Tac
I run EPtS1, EPtWII on my Lt. Eng
I run ET1 on my Ens. Univ
I run PH1, HEII, TSSIII on my LtCmdr. Sci.
She does well enough but nothing spectacular. For me, it's just another ship to play around with. I get bored in any one ship after a while.
I'd say she handles like an Excel-R but can equipp DHC's and is a lot squishier than the Excel-R.
The main toon I play with is a Sci-captain and I only have science vessels.
They are quite weak in STF when it comes to surviveability, so I hope this Chel Grett will become my primary STF ship.
I'll move all my transphasic and anti-proton weapons onto this ship.
This all depends on the performance of the ship. If it goes well, along with what ever science Boff I can assign to the station(s), I'll put in the dilithium and CE to make this an anti-Borg ship.
I'll also put the Borg assimilated set on this ship since I feel like this is the only ship where it will look good visually to have it on.

In STF's, you may want to consider some Plasma Resist consoles and MACO Shields. The Breen Ship has lower HP than Cruisers and the plasma burn, especially from Gates is nasty.

Agreed.
The Borg plasma burn was nerfed to within an inch of its life recently but might still catch up with you if you don't watch your HE.

A Lt Eng and possibly an Ens Eng if you use the Ens Uni...
So it is unable to make full use of Aux to Battery and in all truth, doesn't need it. Aux to Battery is mostly used for Cruisers to maximize the usage of their meager Tac slots.
Prolly the saddest part of running this ship on my fed engie is the eject warp plasma power I may have to give up, but on my KDF/TAC this ship is what I wish my Qin had been- FAST and powerful.
My KDF/Engie is still undecided as she's running the spare mk12 AP kit I bought pre-s7, and mk11 omega so it's basically a new ship that may need to be-crewed from scratch.
But in the grand scheme of things ALL toons should be able to farm their dilith cap in a bit more than 1 hour a day/ea.
it occurs to me that the Q loving firengi will be back next year, so even though i cashed in for the ship im still gonna race for a head start on next year. i very nearly didn't get the breen ship when this occurred to me, it sorta doesn't fit my style.

The alternative is if you have the EC's you could always nab yourself a Vent Theta Console package off the Exchange.
I tank tac cubes and donatra with this ship on elite all the time with my eng. Havent died in it yet in STF. Much easier for me to hold aggro with this ship, and it still is survivable enough for an eng to tank with.
Try this out if its dying to easy. 3 Neutronium consoles because plasma resist consoles wont save you from kinetic, and monotanium wont save against plasma energy, 3 Field generators, 2x TT1 2x EPTS 1, Aux2SIF 1, PH1, HE2, TSS3, rest of boff slots can be whatever. All of your eng and sci consoles need to go to defense with this ship, and all eng and sci boffs need to be used for heals for it to survive. Dont waste time with that energy disipator thing. Pop an aux battery before using heals, they will be huge, especially that TSS3. If you can't find a boff with TSS3 get someone to train HE3 instead and use TSS2.
i concluded early on this would be the perfect ship to pve in, it has escort weapons and firepower, cruiser hitpoints, plenty of turn rate to keep npcs in your sight, and a generous number of slots to equip all the heals you could need.
but, its not going to be overly impressive in pvp. its the worst turning escort, but more durable. but an escort isn't really meant to tank damage, but out maneuver and avoid damage. it also can slot EWP, a person al favorite of mine that pared with a tractor beam can negate any turn rate disadvantage your ship may have. it also cant slot AtB with tech doffs very well, a great help at turning otherwise inferior ships into dangerous tactical forces to be reckoned with. it all results in a fairly unoptimal combination.
i see a couple of unique options with it though, a fast moving polaron beam array tet glider and energy draining boat, a good tranny and TBR boat, and maybe even a strong TB + torp, beam and cannon alpha strike boat. but general all cannon, or cannon+beam/torp escort? good luck with that.
With the tachy converter console and max speed/manuverability spec my tac was turning this thing enough to keep up with escorts, also this ship gets the innate defense bonus an escort gets so mine is at 80%.
Very versatile, it can be set up as an escort that has an extra turret, or a pve tank that deals decent support dps.

For all the time I could have wasted on those races, I ended up with the Odyssey, Vesta and now the Temporal Science Vessel.
And if I did those races, I would have had to waste time doing them on 20 chars or so. Forget that.
