A suggestion for the Shield Repair perk (no, this isnt another complaint)

Don't merge the thread, I have an actual independent point here.

The new value is, I think, fairly realistic. A nice whack of shield regeneration without the crazy 1000/second (fun as it was). However, there's still a problem, and the problem is that it's a fixed value. The people running low regeneration shields at low power levels receive just as much absolute regeneration as people running high regeneration at high power levels. This means that the high-regen crowd is receiving less of a relative improvement than the low-regen crowd. If your base regen is 300, then 300 is a massive buff while if your regen starts at 600 then 300 is "worth" half as much to you. In other words the players most specialized in defensive strength are the ones receiving the least benefit from a perk that increases defensive strength.

To that end, I propose that the Superior Shield Repair perk function as an additive bonus to shield regeneration rate after the rate from shield type, shield power level, and consoles such as Emitter Amplifier is computed. This means that all players receive the same relative increase in performance with the players focusing most heavily on defense receiving the highest absolute increase.

    The shield regen is different based on the shield modifier of your current ship. Ex. Raptors have a SSR of 220, Cruisers have a SSR of 250, Oddys have SSR of 300, sci ships have SSR of 340.
    It is said the best weapon is one that is never fired. I disagree. The best weapon is one you only have to fire... once. B)
