For those who haven't heard of it, it's a ground weapon offering from the Lobi store.
But what is it? As far as I can tell, it's an underpowered and useless mutation of a beam rifle and a full auto rifle. Here's why:
Its primary fire is a two-pulse beam as seen on regular high density and split beam rifles. It doesn't have any special features like critical chance. Comparing the Relativity Rifle to a white quality disruptor beam rifle mark 11 , the Relativity Rifle does 46.1x2 damage compared to the disruptor's 47.7x2.
Surely it's secondary fire is more amazing?
Well, the Relativity Rifle inflicts 21.3 damage per pulse on up to 2 targets in a burst, and fires 7 bursts in total. This is a maximum of 14 pulses giving a maximum total of 298.2 damage spread across multiple targets. The highest per-target damage possible is 149.1 and the optimum number of targets is 2. The recharge time on this mode is 16 seconds. This mode is an Exploit and will cause more damage on Exposed enemies.... though the extremely low damage per pulse and the fact that Expose will only work with one single attack, makes this feature WORSE than useless since you are taking Expose chances away from people with high-damage Exploit weapons like sniper rifles.
Compare this to a white quality auto rifle mark 11, which does 29.3 damage per pulse on up to 3 targets in a burst, and fires 5 bursts in total. This is a maximum of 15 pulses giving a maximum total of 439.5 damage across multiple targets. The highest per-target damage possible is 146.5 and the optimum number of targets is 3. The recharge time on this mode is 8 seconds. This mode is an Expose which makes it an ideal way to set up high-damage kill shots with sniper rifles etc.
So, the primary fire is a hair worse than a white quality mark 11 weapon which costs effectively nothing. The secondary fire is not only significantly weaker than a white quality mark 11 weapon due to offering fewer targets affected, it also has a cooldown twice as long and doesn't Expose targets in a useful way like its tactical equivalent the auto rifle.
There are only two things I can find about the Relativity Rifle where's it's actually better than more common weapons and both have disclaimers:
1.) the range on this gun is slightly better than a full auto rifle: 35/30 meters as opposed 30/25 meters. This will never make any practical difference.
2.) the targeting arc is an unusually high 135 degrees, compared to the auto rifle's 20 degrees. However, the low damage per shot and small number of targets affected just means that this will further dilute your effect on target since you will be spraying beams over a huge arc instead of focusing on a small number of targets.
On the whole there is simply no comparison between the performance of this weapon and a high quality specimen like a very-rare mark 12 or Fleet gun. The Relativity Rifle costs 50 lobi crystals, which at 4 crystals per box will cost you 13 keys, which is over a thousand zen or somewhere around 17 million energy credits. At present the performance of this weapon does not justify its price, or indeed ANY price, since "vendor trash" guns outperform it.
My suggestion for an overhaul would be:
1.) The damage on the basic beam attack needs to scale up to very rare mark 12 level of performance.
2.) The weapon needs special perks. CrtH+KB3 would be my personal pick.
2.) The secondary fire mode needs to be an Expose like all other rapid-fire/spray weapons.
3.) One beam/pulse of damage at a time, randomly selected from all targets in a 20 degree cone. The damage per pulse should be about double what a minigun offers and the weapon should fire 4 pulses per second for 5 seconds.
This would make this weapon unique in that it would offer both a spray across multiple targets AND good damage on a single target depending what's in front of you. It would offer a substantial damage output increase while not being being biased toward an optimum number of targets like other spray weapons are. This unique mechanic, along with its increase in basic performance to very rare mark 12, would justify its premium price tag.
Anyone that purchases these weapons do it for the look rather than it being a better weapon. Its a cosmetic weapon rather than a weapon we would expect from the 29th Century.

I don't expect to be able to buy planet cracking weapons but FFS these are 29th century weapons, they should pack a punch.
Only the hand phaser is useful and only for the secondary fire stasis beam as an escape feature.
Anyone that purchases these weapons do it for the look rather than it being a better weapon. Its a cosmetic weapon rather than a weapon we would expect from the 29th Century.
If it's not intended to be functional it shouldn't be labeled as a functional item. The Lobi store is full of purely cosmetic items: they are costume options and nobody expects them to serve any useful purpose in combat. But if you give the item the mechanics of a gun, I don't think it's unreasonable to expect it to be useful as a gun.

I agree too. This weapon really need more firepower... We don't want to make this weapon better of an Elite Fleet/STF/etc gear, but just a little more DPS for be comparable to White Quality Weapon MkX or MkXI.
I have to agree that the Relativity Rifle is a piece of junk. You can't use it as a proper split beam rifle since it only targets two people. Increased angle and range doesn't really help when its meant to be used on the attack. It's an interesting concept, the far range defensive split beam rifle, but a concept that doesn't really work.
At least not where I've tried it. In PVP it's a dud. Not strong enough for up close work and it can't outrange the sniper rifle and retro rifle. PvE I have better weapons for wiping out crowds... and with better knockback too.
I'd like to hear a devs thoughts on this weapon (the creator of it ideally). Maybe they know something that I don't.
Also... the relativity pistol is a huge op'ed pain in the butt. There's a reason people don't use it in PvP. It causes so much butthurt that everyone goes vigilante on the poor sucker who used it to begin with. Then everyone else whips out their relativity pistols and it become a huge game of freeze tag. It's the kind of weapon that the Khitomer Accords banned because it's deemed too cruel. Trust me... there is nothing more liable to escalate a PvP fight than a relativity pistol... other than perhaps a Caitian with an Operative's kit.

In Cure Ground you can ALT fire at the groups of Borg around the shield generators.

For 50 Lobi each (anywhere from 5-13 keys or $7.60 to $19.91) these should be among the best ground weapons in the game.
And if the value of the item is in looks alone, they should AT LEAST fix the model so that your hand is actually in the right place whilst holding it.
you know... like most of the lobi items in the store.
also, introduce fuzzy boots and cloaks for the ferengi whip so it can get a bonus/power too.
the "hiss" power would be great, distracts the target as they try to figure out why the heck you just hissed at them.
