I've reached T4 both in Omega and Romulan reputation, and I think it's time to share some thoughts about it.
First, the positive things:
-OM/RM conversion to dilithium is great.
-Winter epohh conversion to RM is great.
-reduced timers to reputation projects and store unlocks are great
-Cutting Beam, and the 2 piece set bonus, Omega Weapon Amplifier is great.
Then the negative:
-I think the rotating weapon frequency isn't working properly. I feel the borg adapts to my weapon fire even faster, not slower, and that makes me sad. If i would knew this, maybe I choose the shield regen.
-Omega Torp launcher could be better... MUCH better... I mean plasma? Seriously? Quantum (used by most of the players I know) or even transphasic would make a much better anti-borg torpedo (maybe transphasic would be too OP in PvP). Though the high yield energy bolt deals great damage, it's not really useful because of it's targetable being. The classic un-targetable spread or high yield salvo is much better, mainly in PvP. And I'm not only disappointed by the weapon itself, the 3 piece set bonus also kind of suck, I don't really feel it's effect, and the tooltip isn't very helpful either. It's really lame, compared to some other great set bonuses, like the hull/shield regen bonuses from the retro borg set, or even this set's really good Weapon Amplifier bonus.
-Tier Powers also kind of feels like placebo, so that one can justify his/her efforts of earning reputation tiers. I don't say I've waited major changes, but they could be more powerful buffs, so people can really feel their effects.
-I'm starting to get tired of buying hypos/shields/regens, mostly because I can only buy 20 of them at a time. It's just really monotone and boring, mostly if I have to do it on more than one characters a day. Why can't I buy 100 of them as I can from the commodities?
-Why only antiproton anti-borg ground weapons?
-Where are the anti-borg space weapons???

I have the same impression. When I use my Romulan Disruptor Pistol MK XII against Borg they adapt after 2 hits, a lot faster than before and not even remotely enough damage to kill them. But apparently the devs are aware of that. There is a new patch on tribble which should fix this.

Concerning the un-italicized portion above, my build has the Tier 4 constant shield regen, Aegis set, and Omega weapon set. I use no shield boosters in my science slots, attempting to make my gravity wells very deadly and grabby (along with slotting one or two of the Vesta set consoles for their abilities when I remember to use them). Outside of E-STFs, I've never had a shield go red. Even in the E-STFs, I've died more often from bleedthrough & plasma fire than I have from direct hull impacts, barely using my EPtS / TSS...
One second of massive damage reduction doesn't seem like much. Reducing a crit by 90+% and keeping you alive though is something you aren't gonna see in combat but would realize if you check logs. I know I've seen a green shield effect indicating that I'm not being hurt by damage for a sec while in combat, so I know the proc is at least trying to work...
Detecting big-time "anti-old-school" bias here. NX? Lobi. TOS/TMP Connie? Super-promotion-box. (aka the two hardest ways to get ships) Excelsior & all 3 TNG "big hero" ships? C-Store. Please Equalize...

dareau: see, the Aegis set bonus is great. it's visible, not just by an icon on the HUD, but with graphical effect on the ship.
my main problem with the omega 3 piece bonus, is the tooltip. if it would say, this buff gives you x% DMG resistance for x sec, it has a proc rate of x%, and it only happens once in x minutes, that would be great, not just, well, it maybe happens sometimes, and give you, err, dunno, some resistance.

...and, that is why I am taking a temporary hiatus from "Star Trek: Online". I am not outright quitting. I am just taking a good four to six months off, so that Cryptic can address some of the issues. After I started to use the new Anti-Borg weapons, while also applying the rotating weapons frequency passive, I realized that some type of problem was occurring. I bought an Anti-Borg assault mini-gun and a full-auto rifle. Upon seeing your thread opener, I am now glad that someone else is having similar issues.
Some of the issues I am seeing are: (1) I feel like my weapons are firing blanks, (2) Borg are adapting too quickly, and (3) my armor is not stopping damage.
For the Omega Torpedo Launcher, it is a reverse engineered Borg Weapon that is used by the Unicomplex ships from the Borg Red Alerts so changing it to a different energy type is completely out of the question.
For the Anti-Borg Space Weapons, there was a problem with the borg modifier. For most Borg content it worked properly, but for certain types of Borg ships, it didn't work. It worked perfectly for Probes, Spheres, and Cubes, but it didn't work for Assimilated Klingon ships and the boss ship at the end of Cure Space. So the devs took it out and put the Omega Graviton Amplifier passive power in at tier 4 so every attack has a chance to do damage to any enemy. Against non-Borg enemies, the Anti-Borg Space Weapons are just a rare weapon instead of a very rare weapon.
