What if we gave every ship -- Cruiser, Science, and Escort -- the full Four device slots, and then turned all (or at least, almost all) special consoles -- Cloaking Device, Subspace Jumper, Point Defense System, etc. -- into Devices?
That way they would function like the Subspace Field Modulator and the Red Matter Capacitor, in that they give your ships an extra ability without taking the slot of a basic console.
Honestly, I just feel like this would be a little more fun. It could give us more abilities to use, since probably very few people run with more than one, maybe two console abilities on their ship. Having Subspace Jumper and Point Defense on my action bar sounds a lot more fun than using a battery or something.
I would like it and I'm starting to use so many special consoles my base stats start to suffer (Lockbox consoles, special ship consoles, new Romulan console etc) but if they did this, it would add a lot of fuel to the fire that is constant power creep in this game. I think things would just get out of hand if they implemented this.

That's fair, but at the same time, a lot of these consoles aren't direct power upgrades -- they're fun and useful abilities that can radically alter your playstyle. They actually encourage some ships to stack as many as three Universal Consoles, like the Odyssey and Vesta packs, to get a 3-piece bonus.
To be fair (re: power creep), I've also in the past advocated making all consoles unique, and adding in more interesting consoles that add things like weapon procs. For instance, a Tactical captain would use a Phaser Relay, a Prefire Chamber, a Zero Point Quantum Chamber, and maybe one or two special weapon consoles.
As it is at present, I'm stacking 5 Phaser Relays on my ship, and that... is boring, really, but also necessary to keep up.
I would love to do that with my Aceton Assimilator and my Isometric Charges. To be honest, I could use the console slots for things like armor or shields, and use up my 2 extra Device slots that are just sitting there empty. I would entirely support making these into Devices.
Man, the Mayans must have been right about the world ending next week because that's the only reason for what I'm about to say: I agree with Sollvax.
I wish they were limited to one. Even two would be good. Some have suggested one or two universal console slots for the "P2W" stuff. It's going to be tough to make the case for that now, the ship has sailed as they say.
I'd even like to see each console get classified as one of the 3 types, so Aceton Assimilator and Theta for example would be science, so science vessels would still be able to do sciency things a little better than other ships. Want Iso? You have to give up some dps in the form of Tac consoles.
Anyway, like I said I don't see Cryptic walking this stuff back. It's too public. They've only stealth nerfed things like playable Trill and Tellarite cause they were under the radar.

I would very much like to see a few special consoles become devices. This wouldn't make sense for the non-combat consoles (Assimilated Console, Battle Module 3000, things like that), and some combat consoles (Like the point-defence, and Bio-Neural Warhead), but for the subspace jumper, isometric, holographic-decoy, and the Aceton Assimilator would make better devices.
I do agree that there should be some sort of limit on special consoles, but limiting it to one is no fun. Subspace jumper, and Holographic decoy are the best of friends! I don't want to separate them.
As they currently exist I wouldn't sacrifice one of my regular consoles for one of these special consoles as most have a 3 minute cooldown so they aren't worth the sacrifice of a regular console slot. If they were made into devices, or a console slot was added to ships that only these special consoles might be used with I might actually use them.
