I'm very much about the 20 second ship. Come out, kill something, and then evade for 19 seconds or so. You get the idea. So all my abilities are chosen so that they support that one mission.
I've ditched CRF. Started with that 'back in the day' but with the advent of little things like TT and the overall better healing and resists in the game now it can be dicey. Why do I say that. I say that because I can take a hit from some pretty nice CRF users and live. And I have 20k hull. What will a cruiser do when I use it? Chuckle? It CERTAINLY does the damage, the downside is 5 to 8 seconds can just plain be to long. Long enough for them to defend. That's the thing. Sure if you've counted their buffs and all that fair enough. It just seems that some of these guys out there are VERY fast on recovery. All I'm saying.
So I use BO3 and HYT3 and that's that. Happens so fast and from so close just can't defend. Or you slip it in through a cloud of explosions from a bit farther out and essentially you have the same thing.
So the actual build.
EPTS1, AuxStr1 These don't share a CD.
PH1,HE2 These don't share a CD. TB3 has the longest hold. I decided for this as opposed to the increase in damage resistance of PH3 compared to PH1.
2xTT. The second TT fits inside my 20 second window.
Omega 3 and Delta 1. Again Delta will fit inside that 20 second window.
BO3 and HYT3. Remember when we would time this so we could back to back our attacks? I gave that up. Lol I suck. Sue me.
Torpedo Spread 2. Really I use this for my aft Chronitons to spew at any survivors that may want to pursue. Pretty handy.
With polarize and omega I usually don't have much issue with tractors keeping me from cloaking. I have the HE2 for dots. So without TSS yes I end up wearing down my shields quite a bit. Sometimes I need to sulk at base and regen. So be it.
So really I don't have a follow on attack. I maximize one attack, and then maximize my survival. Really if you destroy your target you're golden. You still have a good ten seconds of pew pew before you're into your second and last bit of buffage. Use it wisely. If you don't you'll be looking for an asteroid to get behind.
I also use dual system batteries, and 2 or 3 battery doffs.
The remaining doffs are a mix of hazard system and shield distro doffs.
If you have the Boff slots to spare you may want ET&ST for running/clearing debuffs.
While not using that ship there's been plenty of times I've been hit w/a Sci Team shortly after decloaking along w/VM&TB. This gives you a long time on your cloak charge and drops engines&aux. I find it's best to ET w/evasives away @ full engine power or w/an engine batt, then clear the SNB if needed.
Anymore I'd hold off on prebuff using TT, so an AMS/SS doesn't save a target or if I need to gtfo/clear VM I have ET, or if under heavy ff then TT.

VM is for sure the ugly bit on the screen just now. Sub Nuc is a close second. It's best just not to be hit by them. No really it is.
There's a problem with coming out of cloak without TT. And that's catching a huge dump of damage on your ship. It happens. And there's no real way to come back from that besides waiting for the respawn. There are defiants and dreads I have waited on to show themselves just for that purpose. And then they wait for me also.
If they AMS or do some other sci trickery just as I decloak they're saved no matter what I do. I'm one or two seconds from passing them. To late! I'm hoping my buffs save me from Deadpool's Alpha is he's nearby.
So okay why not just hold ET or ST for later? Well the abilities I have in those slots now I use to keep my ship from actually taking much damage. Or at least exploding. See if I get blasted down to ten percent with all my resists up that indicates to me that without them ET or ST wouldn't save me.
I'll normally have Impusle Cap or Evasive available each time I uncloak. And KHG set. And Dual System batteries. One part of which is always Aux. The other is shields or engines, depending on the market. And I stack Battery Doffs.
So you eat the VM and then a Sub Nuc, apply your reserve buffs (that should include a TT), and anytime after that you should be good to evasive or burst your way out of there.

It will soon be time to bring out QEW build 101.
I'm not opposed to handouts!
Hull Integrity? Psh, we've got plenty of duct tape and cardboard, we'll be fine!
