well i wanted to bring up a debate of t4 space rep. we have the dem proc 751.4 and we have 1050 regen every 6 secs.
first off on my ship my knitic resist is 21.4%
my maco sheilds is 171.4 regen every 6 secs. i dont even know if i get more regen then that. now i hope this new regen in tool tip gets fixed because ive love to see how it would scale with sheild power. or even if elctro plasma systems even boost it. i have a feeling it does. there are 2 other passives in t4 but ill talk about that later. now i know im thinking both team and solo play here. no way to even seprate the two. the gears in my head are spinning. so ill just keep it as 2 escourts verse 2 escourts.
since they do hit very hard, sheild bleed is very easy to achieve. but again 2.5 chance to hit that dem proc. i dont even know if thats for all weps total or is it per wep. can this dem passive be speced? but dont be to hasty to pass up the regen on an escourt. i know what your thinking, hey escourts need to do damage. we all do damage. but we always deal with lower sheilds and regen rates. but inorder to do damage we need a healer and to play smart to stay alieve to keep doing that damage. cant kill some one looking at a respwn timer can we? also omega gives 250.9 regen. right now i am thinking about going with the regen. i have seen ground toons with regen. lol these guys are so hard core they hit t3 working on t4. im working on t3 atm. but if ground is any guide line to go by i am liking the defance passives right now.
next we have 20% chance to regain 10% of our sheilds when crit hit and 20% chance to plactite a target when you crit hit them for 2 secs. now we all seen what the khg sheild can do. really freaking annoying. and now we also get to get the adapted version of khg so we get this skill with it as well. so as you can have a passive to go with the set. but this only goes to the target. the rest of the emeny team will still see you. but what about our go down fighting skill? how many times are you just stright up killing people at 10% hp just to die because you cant keep thoes sheilds up along with sheild bleed? well you can pick a passive to have better regen along with sheild heal crit along with sdo doffs. got sheilds??????? lol now i can say for a fact that if i was playing in my defaint i would want the faster regen and and the crit sheild heal. heck i think as a bug player i still want that. but i do have the rsp. just remember we all stood alive much better when we had borg sheild heals. i even swaped to tet glider since i lost my sheild procs. tet glider was the reason i went back to borg set awhile back. now that im looking at teams all using tet glider i think i need these sheild procs. then again how good will the dem proc and placate proc be? how good will dem with tet glider be? or plactate with khg or adapted version of khg? kinda feel when i make the choice im locked into a set. but for people going full borg i do sugest go for all sheild proc pasives.

Regarding the CritH, you're pretty much gonna get a proc from DHCs. With the repsystem boosts, weapon procs, skills I'm listed @ over 12% crit rate when using them before counting in APA or defensive debuffs. I'm assuming AoE Boff powers have the potential of placating multiple targets.
The other question is does non weapon based damage also placate? If you crit a GW have you just basically placated an entire group of enemies? If a plasma proc crits is that 15 procs, assuming they aren't cleared and if the 1st one crits they all crit, are you're free to fire away w/o being targetable? If pet spam crits does the player benefit?
You left out the rep system sci consoles too. Each lists as 2.5% proc to repair 1x/10sec hull or shield. Need to test if the 10 second rule is per console or no more than 1 can proc w/in the 10 seconds. Depending on the Sci console layout if you're under FF you can pretty much count on the console repair and the shield critH proc from rep system triggering. It can potentionally free up a Boff and or Doff slot so you can better apply your damage via target debuffs or more buffs.
But, unless you PuG most the time I think doesn't fit an Escort/Raider's role, so it's a matter of do you want to spec for a premade team environment or a pug environment?

I'm a ways away from T4 rep system. Despite patch notes indicating shorter times I'm still @ 36 hours and the old resource count on the rep system. I'll probably be able to test the MKX consoles well before than (assuming they have the procs that is and I don't need to wait for T3 emabassy).
Yeah I run into console issues on the Vet ship, 1 so I can run w/the targeting skill boost mode, 1 borg, usually Plas Leech (I heard this was broke again and unable to confirm so stopped using), w/4 tac consoles that leaves just 2 open slots.
I really woulda liked it if the Fleet Brel option had a 4th Sci slot, but that'd be a ways away as well.
I'd imagine the Fleet MVAE w/its 3 sci console iirc and the 5 tac console layout. Off topic, but the Vesta may be interesting w/shield repair proc consoles + plasma + science ship bonus damage.
Edit: Fyi, I saw in the general forum section people were saying when the repec'd skills, they had to respec rep abilities. Not sure if this is a bug or not.

My only issue with the shield regen is that damage could easily outpace the regeneration amount.
Granted, it would certainly dampen the amount of damage you receive, or buy you a few seconds for your shield heals to come off cooldown. But, isn't that what your team mates are for (in an ideal world?).
That's why I'm leaning more to the kinetic damage.
Personally I would like to say that the new rep system would allow us to see some new and unique builds in this game specially on the Fed side of things but it seems to be having the adverse effect. Just like turtles it seems we are tucking ourselves in even more and waiting for the the danger to vanish.
With all these new passive abilities (I already know which balance I am going to strike with my escort build to the advantage of the weaknesses that plagued it for so long. Lol. Will just be a matter of time till they nerf it anyhow for escort flyers being OP now.) I was thinking that maybe I would see a new amount of builds in pvp instead of the obvious Ant DHC's and con popping like rabid pill fiends but it seems that there will be even more of these types of players.

I hope that players get all the sets they can and all the consoles and all the Doffs and with the trickle down economics that is pvp then maybe, just maybe we will see something new and amazing. But I think it won't matter in the end and we will continue to see dog fight tactics for a long time to come.

2) This is actually the Dev's problem, when they introduced 6-7 season (I'd rather have more episodes then seasons) IT was moving more towards faction collaboration thus not having a clear cut enemy along the lines of this person is my enemy because politically and xenophobically we cannot agree.
All this is going to do is create a power vacuum and the top 20-40 pvpers are going to just party up and run ruckshaw all over the place. People can say it won't but the truth of the matter is powerful people only want to be around powerful people and consider weak people a pest. I would rather if season 8 comes out and some kind of backroom deal or espionage trip goes haywire and kling and feds go back to the old cold war stand off.
But that's just my opinion.
Oh and ps for the love of Christ allow us to build and design our own weapons and ships in a season or two if you want to keep this crazy rep system oh and we should prolly stop exploding all the time and re-spawning... it's bad for the heart when you think about the 100-2000 people on these ships just dying. They can easily make up doff missions to repair ships or have an npc ship come and repair or tow it to a major hub.
this is just going to make a escort more easy to kill they are very limited on hull heals most only can fit one hull heal on them and 751 damage strait to the hull...
Still can't decide what I want to choose. I've got about 9 days or so before I hit T4, so I'm trying to work these out in my head.
Here's what I'm currently leading to and why:
1) Romulan T4 - I'm still thinking of going with the passive. My Fleet Tactical Escort Retrofit has a shield capacity of 8.3k. The 10% heal is going to give me about 830 shield heal, at best, every 10 seconds (the cooldown on the ability, I believe). This seems rather easy to overcome.
Still don't know how long the placate cooldown if you pick the placate ability (I'm guessing 10 seconds?). Having the chance to potentially placate a target every 10 seconds seems appealing to me.
2) Omega T4 - the 2.5% chance to do 750 kinetic damage seems like a nice passive. Especially if I add the Embassy Science consoles that give the DoT Plasma damage. I could make any of my weapons a hybrid weapon, while still keeping my [CrtD]x3 modifiers.
But, now I think I'm leaning towards the 900 shield regen. With my Omega shields, it'll be about 1k shield regen every 6 seconds. It's not going to outpace received damage, but it could help cut into the damage that I'm receiving. Also, if I find that I have no enemies around me, I can get a good chuck of my shields back before cloaking/engaging the next target.

nah, the change is that major as some ppl may think, they just heal instantly, not over time. They are still pretty good.
