Starbase/Embassy Message Of The Day Tied Together

Poking around the Embassy Projects, I noticed there is the ability to add a "EMBASSY MESSAGE OF THE DAY". However, I found that when I updated the Embassy MoTD, the Starbase MoTD also changes to what I type into the Embassy MoTD. In addition, changing the Starbase MoTD also updates the Embassy MoTD.
Is this a bug, or is this working as intended?
Why label the two MoTD's as separate Starbase vs Embassy ones if they will always show the same message?
Edit: The Embassy and Starbase Names are also similarly tied together.
Update: With continued observations and testing, I have determined this issue is a bug and have made a relevant post into the Support->Gameplay Bugs sub-forum.
