I know I won't get the best damage with the set but I'm looking for a good build that uses the 3 items.

Most temporal Destroyers I see go with the chrono DBB and 3x AP DHCs fore, with the Chrono torp in an Aft slot and 2x AP turrets. Probably shove the Tachokinectic converter in a Science slot.

Here's my Mobius build that is able to solo Raptors in CSE or both cubes and probes in KASE without any issues whatsoever, and is using the full Temporal set and consoles. Really happy with it, even if it's not Fleet Defiant's level of DPS.

    Tac captain

    Weapons
Fore: Chroniton DBB, Temporal Disruption Device, Fleet Antoproton Dual Cannons Mk XII, Fleet Antiproton Dual Heavy Cannons Mk XII (both with CrtD mod)
Aft: 3x Fleet Antiproton Turret Mk XII (Acc mod)

    Equipment
    Deflector: Borg
    Engines: Borg
    Shields: MACO Mk XII
Devices: Red Matter Capacitor, Subspace Field Modifier

    Consoles
Eng: Tachyokinetic Converter, Rule 62 (afair)
Sci: Field Emitter, Borg Console, Manheim Device, Temporal Backstep
    Tac: 4x Antiproton Mag

    Boffs:
    Cmdr.Tac - TT1, CSV1, APO1, CRF3
    Lt.Cmdr.Uni - EPTW1, EPTS2, AuxSIF2
    Lt.Tac - BO1, APB1
    LT.Uni - ST1, HE2
    Ens.Eng - EPTE1

Pretty much a PvE build with STFs in focus, but I'm really happy with it. The DPS is quite good with both CSV and CRF, the torpedos may be slow, but deal a nice damage and change targets if the previous one is destroyed, BO1 + EPTW works well for quick bursts and is a decent replacement for lack of any torpedo bursts.

But the best thing is the temporal set ability, as it reduces ALL cooldowns for a brief period of time, allowing you to keep a significant DPS, fire disruption torpedos every 7 or so seconds, use and re-use all the healing and support abilities that keep you alive, and even combine it with tactical initiative, reducing your cooldowns even further (and the TI itself!).

In all honesty, I can take out a cube in KASE much faster with the above build, than I can with Fleet Defiant equipped with 5 phaser relays. Not to mention, I can heal myself better and even tank a bit if needed.

I realise some improvements could be make with this build, as not everyone uses EPTE or some people prefer CSV over CRF, but that's all personal preferences. I'm just saying that the above setting is very much effective and enjoyable to play with.

This build has served me well for elite STF's so far :)

    Temporal Mobius Destroyer:

    Tactical Captain

    -Weapons-
Fore: Chroniton DBB, 2 AP DHC's Mk XII [Acc][CrtH][Borg], Chronitor Torpedo Launcher Mk XII [Acc][CrtH][Borg]
Aft: 2 AP Turret Mk XII[Acc][CrtH][Borg], 1 Temporal Disruption Device

    -Equipment-
    Deflector: Borg Deflector
Engines: Omega Hyper Impulse Engines Mk XII (Tetryon Glider setup) or MACO Impulse Engines
Shields: MACO Mk XII Shields (Tetryon Glider setup) or MACO MK XII Shields
Devices: Red Matter Capacitor, Subspace Field Generator

    -Consoles-
Eng: EPS Flow Regulator Mk XI, Borg Universal Assimilated Module
Sci: Manheim Device, Tipler Cylinder, Tachyokinetic Converter, Field Generator Mk XI
Tac: 4x Antiproton Mag Regulator Mk XI

    Boffs:
    Cmdr.Tac - Tac-Team 1, Cannon Scatter Volley 1, Torp-Spread3, AP-Beta3
    Lt.Cmdr.Uni - Hazard Emitters1, Sci-Team2, Tractor Beam Repulsors 2
    Lt.Tac - Beam Overload 1, Cannon Scatter Volley 1
    LT.Uni - EPtS1, AuxToStructural1
    Ens.Eng - EPtS1

    DOFFS:
    -2 Torpedo Cooldown Projectile Officers
    -2 Tactical Team Cooldown Officers
    -1 Subnuc Energy Weapons Officer

Tractor Beam Repulsors serve two purposes:
    1) keep Borg attackers away their objectives
    2) destroy incoming borg high yield plasma torpedoes

[Borg] procs will easily outpace [Dmg]x2 procs in STF's, though this mechanic will disappear in S7.

Since the Temporal Warfare set boosts chroniton projectile damage, and Chroniton torps + TS3 = lots of slowed opponents, you might as well abuse the combo to meet elite STF bonus objectives more easily.

    4) Make escorts swear as targets are pushed out of their firing arc.

    5) Make cruisers swear as targets are pushed out of their broadside

    6) Make science ships swear they didn't mean it as everyone starts yelling at them
It is said the best weapon is one that is never fired. I disagree. The best weapon is one you only have to fire... once. B)

None of the above has happened yet... so I guess I'm using it correctly :D

Either way, TBR outperforms gravity wells when used right, but getting to that stage does take some practice ;)
