Well, what do you want to do now? Start a new character? Get the slots. Keep playing with your current character? Get a VA ship. Really it is up to you.
Assuming your Silver, the Increased EC Cap is a wise buy.
VA ships are another good one, since more and more upcoming content is focused on end game, you will get long use out her.
Most of all, Items that unlock for your Account, rather than just a character.

do you have plenty of inventory space? that always comes in handy. same with bridge officer and doff slots. i highly recommend a full crew. these things are constant. ships come and go. there will always be new ships coming out.

Since for you ZEN is hard to come by, then I recommend concentrating on the gameplay aspect of your gaming experience.
This means invest in a VA ship, since it will probably be a long time before you acquire more zen. Also try to stock up on dilithium and exchange them for Zen point.
It is a slow process but eventually you'll manage to save a substantial amount.
Keep in mind that if you are a silver player:
#1 Go for the VA ship of your choosing
#2 farm dilithium and exchange it for zen points (slow but effective)
#3 save for zen points and make sure to increase your EC currency silver player cap
Raising your EC cap is important as you can now save more EC in order to buy and sell in the market.
Forgot whats the silver account EC cap, I know its very low.

1. Buy your choice of a VA ship with zen
2. Next time you earn Zen points, Buy a increase EC Cap at the CStore

I just thought I'd say I took your advice recently and got the EC Cap at the CStore.
Which I'm happy bout cause it's nice to know now that I can try to collect as many EC as I can. I'm hoping to get the ferengi d kora or jem hadar ship someday.
easy - get toon slots, create KDF toons, EDIT: PARK THEM AT DS9 RIGHT AFTER GETTING THE FIRST DOFF PACK, (you'll have to do 2 missions with every toon) collect contraband, convert to dill, convert to zen
At my stage in the game (I'm a Vice Admiral with two characters; one FED the other KDF) I would spend your Zen on Fleet Ship Modules.
The majority of my Zen (past-tense) has gone on Bank and Inventory slots (though I've still a few to unlock if I wish), a couple of master keys (more than I'd like to admit) and retrain tokens. I've never purchased a uniform (as I feel the stock ones do justice) and I've never felt the need to buy a zen ship when they're all outdated to Fleet ships.
Playable races. Lockbox keys and Fleet doff packs for selling on the exchange. Two more character slots... Not four. Just two. You'll be spending a lot of time babysitting even your DS9 parked KDF contraband farmer that would be better spent shooting things.
Optional:
EC cap increase. Account bank. VA level ships. TOS/ TNG/ DS9 costume packs.
Don't buy:
Everything else. Especially anything bound to a single character and not account wide. Like the Borg BOff unless the plan is to sell it for big EC.
Slots are what i buy when there is nothing left in the C-Store that i want... with 11 Characters there was a lot of Slots to buy, that said, i only have a few bank slots left to unlock...
i guess after that i'll go for the last 5 or so c-store ships, just to have 'em all... and then i either keep my Dilithium or go for LockBox stuff again... i don't know.
I want to buy a retrain token, because I really need one for my engineer, but 500zen for only 1token for the whole account is really expensive imo.
I never felt I needed the EC cap, I store most of my money in the account bank. So far, between my bank and my characters, I have around 20mil max. I really think the EC cap is for people who use to makes deal with the exchange, and hardcore gamer.
If i get some Zen how do i send it to my captain without a holodeck?
Holodeck is the main, public game server. Tribble is the "open beta" test area, and I believe Redshirt is the "closed beta" test area. So put your Zen in Holodeck, and it will go to your username/password.

duaths1 has an excellent idea, you can acquire tons of Dilithium via the contraband collecting NPC.
Take advantage now that the Dilithium exchange is in a slump, you can buy ZEN as if they were hotcakes.
Last night price per Zen was at 99 Dilithium.

You will need this if you ever intend on buying or selling any of the big ticket items like the lock box ships on the exchange.
