in the future, I plan to either take one of my Tac characters out of his current ship and put him into a Fleet Somraw, or make a new character to put him into the Somraw. I plan to make this build for PVP as I am developing a great love for it now that I know what to do.
I've been bracing myself in advance for the Borg change too. Two-piece Omega is always good. I've had a lot of success with some of the fleet utility stuff, and what's nice is that it'll probably get better if the next tier is just +1 versions of the same basic items.
I haven't figured out what to use instead, but HE is now TRIBBLE.

on 1 character i swapped between a fleet ktinga and somraw retro, both were great fun and very capable, then i got the vet ship which is a perfect cross between the 2 and haven't looked back. i ran 4 DHCs on them, 2 purple damage control doffs and 3 BFI doffs
APD and 2 APO works great together like mentioned, CSV1 and CRF1 only have a 100 dps difference between them, and CSV AOE can be very helpful in certain cases.
with the damage control doffs i had 100% up time on emergency power to weapons and shields, and the bfi doffs fill in for an RSP. HE 1 is kinda weak, but with an aux bat HE2 can heal over 1000 a tic, wile getting focused on, TSS is great to lessen the effect of it
also i suggest using the omega or fleet resilient shield on tier 2 and tier 3 fleet ships, they have a flat additional shield hitpoints that inst mentioned, and their total capacity with low capacity shields is higher then it is on any other ships.
When you replace 1x EptS1 for EptE1 and equip 2 purple or 3 blue damage engineers, you have both emergency powers almost 100% uptime.
Furthermore, be aware that BO drains a lot of power which causes CFR to do less damage. You can change that one to APD.

I'd also use 2 RCS consoles in your open eng slots and swap out the flow cap console for the borg console. Even without the set bonus, I think the borg console is better than the marginal boost to tet glider/polaron proc/tet proc that you get from one flow cap console.
Also recommend going with HE1/TSS2.

@Space Penguin: Unlike the Qin, the Somraw doesn't turn on its TRIBBLE. Is the RCS Consoles so you can keep up with Bug Ships or other escorts?
The RCS consoles are there because more turn means you get your target in your DHC arc faster and keep them there longer for max damage. Combined with EPtE mentioned earlier its great for keeping escorts in your arc. Sometimes I ditch the armor for a third RCS for a more aggressive setup. You'll definitely want to have your throttle bind to mouse wheel with fine adjustment step to make the most of this setup. Basic RCS consoles are cheap anyway, so grab a few, try it out and see if you like it.
I also recommend going with 4 DHC with this setup.

Good point, might help make this zippy little Raptor even more zippy. Perhaps I can keep a Bug in my arc for long than two seconds lol
ive tried 2 cannons, a torp and a DBB, a long time ago
used 3 DHC and a DBB for the longest time
and then tried 4 DHC again finally, and im completely sold on it.
with the torp and DBB, you can '1 shot' someone, its the only combination of the 3 that can, as thissler has shown so eloquently in them vids. but its a 1 trick pony in that regard, and will not reliably work against anyone running a competent amount of resistance, and who is paying attention. i don't think its viable at all unless you attack with it from cloak.
i used to love 3 DHC and a DBB, using the cannons to drop a facings quick and hitting the hull with a BO3 shot worked very well, a crit was almost always fatal too. even on my kdf cruisers with just BO1 it worked great. but there are drawbacks here too. no mater how buffed and overcaped your weapons energy is, BO will drain 50 power from 125 and no higher. so most of the time a BO shot was draining 70 or 80 power from me in reality. without an eps console, your energy level and damage is to terrible for this build to work, unless the BO shot killed the guy. right there you just cancelled out an eng slot you could have put an armor, turn or ptw console in. the cooldown for BO is much shorter then the cooldown for a weapons bat, especially if you run 2 BOs.
and finally there is 4 DHC. its literally foolproof with no built in downsides. its not gonna insta kill anyone, but its damage is so abrupt that your almost guarantied to get hull damage on your first pass against someone. its firepower over time that just cant be dealt with for long, its simply overpowering. its also very tactical station efficient, you only have to run cannon abilities, and those abilities effect every one of your weapons. this build really shines when your on a ship with a low number of tactical stations. and if you got a bunch of tactical stations, you can have full omega up time, full TT up time, full CRF up time, and you could even slot DPB3 and stic a tric mine or 2 on it. theres no need to run kinetic damage consoles, no need to sacrifice an eng console for and EPS, its just min maxed as far as you can go.
it depends on were on the spectrum you want to be, sniper, knife fighter, or tying for something in between
oh and don't let anyone tell you cannons arent effected by weapons energy overcaping, with my 4 DHC builds i rarely saw weapons energy drop below 100 with the build i posted, constant over 100 weapon energy DHC shots will make you feel like a bug.
It no longer clears the green fog beyond the first tick.

I run a (2) DHC, (1) torp, (1) DBB on my FLSom because I use the BO+DBB for popping shields for my Torps with the DHCs just for damage support.
