Yeah, the only Sector that's limited by your Marauder level is the Sirius Sector Block That you need Level 3 (or Raiding Party applied to you from someone else) to enter. But you still can't enter Earth Spacedock, or the Sol System.
And vice-versa on the Fed side, in regards to our own Sector Block.

Been playing STO since Open Beta, and have never regarded anything as worse than 'meh', if only due to personal standards.
Marauder rank 4 gives you a transwarp to Beta Ursae, but NOT to DS9. This is a ripoff IMO. It spawns you on the far left edge of the sector, and you have to fly to DS9 then enter the sector.
It's needlessly annoying. I don't know why both sides can't warp to the same base. It's ground zero for their collaboration against the borg.
It's technically possible, too. Going through either faction's gamma orionus transwarp gate takes you to the same end destination, so it can do multiple paths to the same system.
If you are thinking you cannot get to it as the entry is in Sirius sector block, you are right you need Marauding 4 to go that way. Fortunately you can go and kill, ahem rescue, a few Deferi in Orellius sector block on the way through their sector and come in the back door route.
As an FYI, look at your galaxy tab on your map. It shows how to get to different sectors. It says right there to go through orrelius to get to beta ursae.
It may be neutral ground, but it is still a FEDERATION station. So it would kind of make sense that feds can just transwarp straight to it, and the kdf players have to fly there.

Alternatively, you can transwarp to DS9 when you get the "Second Wave" mission.
Ugh. That just feels like an exploit to me. Not that I care if anyone does it mind you.
I will say I think tying t-warp unlocks with dip/marauder rank levels was the wrong way to do it. ESPECIALLY given that you can already use stuff like mission replay t-warp to zoom there anyway.
