i recently reached Brigadier General on my klingon tactical character, im looking for the opinions of the forum users on what is the best ship to get for that rank? i prefer to tank with the ability to have a limited healer ability. and i do a little of pvp and pve.
This is a very broad question. You need to specify a few things. What kind of playstyle do you like? Do you prefer healing/tanking over doing damage/moving fast? Do you do PvP, or are you PvE only?
My PvP toon is Krov, of The House of Snoo. Beware of my Hegh'ta of doom.
The BoP, is an awesome ship for PVP and PVE, the carrier is fun and will do good in pvp and PVE, and the Vorcha loaded down with turrets and cannons makes Fed cruisers suck in comparison. If you really want a Raptor buy the mirror one off the exchange, it's better than the normal BG raptor any way.
Edit: You probably want the Vorcha if you like being sturdy while still doing average or better damage. Picking up some DHC's for doing STF's a little faster isn't a bad idea if you go this way.

if your adding exchange ships to the equation theres also the Temporal Vessels. the Temporal Destroyer has 2 universal slots and 10 console layouts. so they have a little more flexibility than the other raptors.
I have eng officer... i use Carrier (all of them) i think... the carrier vo'quv maybe not have high fire power but you have pets (if u have any good dof for pets) you already have a good fire power and healing powers!!
Actually i use the follow carriers (depending pve or stf or pvp):
-Marauder Flight deck
-Vo?quv
-Karfi battle carrier
Yes i know... maybe not have a good turn rate but is similar than Botarsq

my personal prefrence for my tac toons at 40 has been either the hegh'ta bop or the vor'cha retrofit since u mentioned free ship. since the mirror vor'cha appeared I always pickup the hegh for BG tacs and then pickup the mirror vorcha on exchage was around 1mil ec I believe u swap ur ensign tac for a sci but adds to ur team heals u can throw.

The Bortasqu is not horrible it just takes some practice to learn to fly properly, I would recomend it to the op if he asked about z-store ships too. My tac in a tac bortasqu (Kovac) is often at the top of damage in pvp and has no problem keeping 180 degree single cannons on target, it has highest dps for cruisers. The decloaking alpha with the disruptor autocannon kills most targets outright, and it puts out escort like dps afterwards with the cannons but is much harder to kill. Its like a Fed side Dreadnought but much stronger. In STFs I put 4 DHC or 3 and a torp on it and have no problem keeping them on target in pve, this dps is often higher then most escorts except for the Fleet defiant or bug ship.
My Eng in a command bortasqu uses 8 beams and gets decent dps too, but is even harder to kill and a great team healer, a better choice then a negvar as tank/healer since it does great dps too while tanking
To manuver a bortasqu your character should have high or max impulse thrusters and engine performance and you should run 50 power to engines, it handles fine for me like this so I either run 100 to weapons 50 to engines when doing dps or 100 aux 50 engines when tanking/healing.
You want to Tank with limited heals-the Vor'cha's a better tank/healer than the Hegh'ta, which is just plain better at everything else.
It's VERY hard to make a BoP tank, there are ways, but it's a lot of reskilling and console juggling to do it, and you lose a LOT trying. (I admit to having missed that detail in my previous answer-sorry).
Get the Vor'cha, then hurry over to the Cruiser threads for advice on how to staff/skill/build it to get the most out of it-there is a wealth of information out there on making any Cruiser more effective in PvE/PvP while retaining the Tank/Healer subset of abilities, and it's a good idea to reference those before you take it out on the range.

There's a Mirror Vor'cha availible on the exchange too (Ensign Sci versus Ensign Tac), not sure on the current Exchange prices, though (probably less than 3 Mil would be my guess).
So, basically grab what you want, and you have a backup of getting either of those if you don't like it. There will likely be another Mirror refit in the next lock box to come out as well (my guess is a Negh'var with an Ensign Tac instead of Eng).
I don't think anybody pointed it out, but the Mirror Qin (since last patch anyway) has a Ensign Eng instead of Tac, which IMO is better (gives you an extra bit of survivability), but something to keep in mind.

I think the mirror vorcha removes the tac ENS slot, turns it sci. That's unacceptable, sadly. You need more tac slots on the ship as it is!
However, it IS an easy and fast way of testing out the ship, in general. Just know the full vorcha might be a bit better in the firepower department.
I was running a mirror vor'cha until I upgraded to the fleet version, love both immensely. The character who flies them is an Eng so I am sure that improve survivability, but fantastic ships.
BoP are great too, run one with my Gorn Sci captain, who just recently switched to a temporal science vessel. I loved the Hegh'ta and being able to exit combat swap officers arround, then come back with an entirely different ship.
I usually ran my BoP with Commander Sience, Lt commander engineer, and the other two officers as Tactical. That gave me GW3, vent warp plasma, and the ability to repeatedly use Cannon and Torpedo abilities. Everything else was geared to survival, and healing, including the ability to heal allies if needed. In addition to having Miracle Worker.
Oh, and of course buy a Disruptor Defense System off the exchange.

so basically the consensus is that i should go with the BOP or vorcha refit. of these two which is better?
Go with a Hegh'ta. The reason is that the Hegh'ta is arguably the best BOP in the game, so it will be useful all the way through end game. The fleet Vorcha is much better than the retrofit and once you get it, you will never use your retrofit again.
I was using the vorkang/vorcha-refit for a long time. God, I loved that ship. Very nimble compared to fed cruisers of the same range. Yesterday I upgraded it to the fleet version and I'm even more in love with this bird. I can almost die and immediately return to almost 90% health with all shield up!!
Borg NPCs hate me a lot cos of the threat I generate just because of the damage this one does. (though I haven't spec'ed very much on threat) . I keep getting aggro but can hold it quite well cos I've spec'ed in armor and shields. So in STFs I manage to hold the borg attention while the rest of the team eliminates the main targets.
The best part; you can equip cannons on this one and still manage to pound away (I run a cannon front/ turret back build with a BNeural and Quantum Torp setup). Though I'm certain I can never outmaneuver a BoP, it still beats fed cruisers any day

I agree don't get the free qin raptor, if you want to try the raptor get the mirror Qin off the exchange instead for around 1-2 mil.
The Hegta BOP is also great for damage and versatile, but not so tanky but is probably the only other good choice if you don't want the Vorcha.

It's fine, great even, as a tank. Just don't expect to do as much dps or turn as well as the vor'cha
