I heard that ST3 might be a good use for the LtC slot, but that means clipping a TT for a shield heal, not to mention render the target subsystem skills useless as I don't have the GW + TSub:E combo I've become fond of when I'm making an attack run or a quick getaway. But however, I find that GW isn't as buffed as it's supposed to be since I need Aux power, which takes away Weapon system power, and so some times I've had people just escape my clutches.
In the past I've also run PSW1 and TBR2 to clear spam, but again I'd find myself missing GW...

If you aren't going to use at least a BO2, then drop the DBB for another DHC. As it stands you're gimping your DPS quite a bit. Alternatively, If you don't feel like wasting the ensign slot you can always take a quantum torpedo and a copy of HYT instead.
Besides that, the PvE build looks fine.
In terms of the PvP build, you're correct that the GW isn't the best thing to slot in the LtCmdr slot. You could do something more like the following:
TB1/ST1, HE2, TSS3
or
TB1/ST1, TSS2, VM1
or
ST1, TB2/TBR1, TSS3
If you do switch the DBB for a quantum, and If you do run a Science Team 1 to clear debuffs, you might want to consider getting rid of one of your tactical teams and put in a 2nd high yield instead.
I think I'll take TB1, TBR1 and TSS3 for pvp because it gives me a hold, a means to blow up small craft spam, and TSS3 would synergize with the double TTs.
Dropping TSubs for HYT (and busting out the wide angle quantum... cos I couldn't afford the ones in the exchange lol.)
