Rear Admiral Upper/Lower half is an anachronism from history. Traditionally there were three Admiral ranks (Rear Admiral, Vice Admiral, Admiral) and three General Ranks (Major General, Lieutenant General, General). Then Brigadier became a General rank in some countries, including the U.S. Since the U.S. services have roughly the same flag officers for each service, they needed to make a fourth Admiral rank, so they just split Rear Admiral in half, mostly for salary purposes. Cryptic basically uses the U.S. naval ranks. The one thing Cryptic got wrong is that both Lower and Upper half are fully distinct ranks, and should be ten levels each rather than five.

There will be a Vice Admiral 2, but whether we will see it in 2013 is not known at this time. The rumors about the next rank is that we will be able to control more than one ship at a time and there will be Tier 6 ships. So you could pilot a Tier 6 ship as an Admiral or whatever rank it will be and you can promote bridge officers to Captain so they can pilot their own ship. You could have your own Tier 5 ships used by your captains so it could be possible to have a fleet of D'Koras or Jem'Hadar Attack ships or use a combination of lockbox and C-Store ships. A Vesta, Recluse Carrier, and Mobius with some extra ships would make for an interesting fleet and might be pretty effective. This is all player speculation at this time. There will be a level cap boost, but we don't know what it will specifically contain.
