People have been proposing Gentleman's Accords and Peace Summits and Weapons bans and silk panties in which to PvP. While I have nothing against any of those things, I have a proposition of my own for all of the STO PvP community:
NO MORE TEARS
UNFOUND has been preparing for PvP since its inception; getting stomped, rolled, and mercilessly devastated, over and over and over again. Not once have we cried foul (Except at AFKers; Everyone hates them). Now that many of us can hold our own in PvP, the lessons we've learned have made us prepare for many contingencies, such as the need for hold resists. We still get roflstomped from time to time; we roll and get rolled; we have epic battles. We don't gorram cry about any result or tactic. We understood that
One Does Not Simply Enter STO PvP. Now, I love tears as much as the next troll, but this river of sadness is pathetic. We have taken and are taking the time and effort to be competitive in PvP and most of what we hear is whining, crying, and how bad the sand itches. Stop crying and have the guramba to accept defeat graciously.
Out of respect, we avoid anything TRULY bugged until repaired (Such as things that cause weapons to stop firing until a re-log). If it can't be countered, it's bugged; otherwise, use whatever is available. Go cry to your mother about how unfair it is that you were beaten mercilessly with your own limbs. I, for one, would hate to see the queues become one big "Care Bear Stare" contest. If you lose, grit your teeth and say nothing or just type "gg", then go get better. Want a specific game type that doesn't use certain equipment? Make a private game using OrganizedPvP Channel or whatever to fill it. If you think something really needs to change, make a forum post to discuss the issue with civility or submit a ticket.

They are also VERY delicious, especially when they come from established PvP fleet members. It makes us all in PvP community look bad, though. Like a bunch of bratty kids or some garbage.

We don't use AMS, grav pulse, SNB doffs, Scramble, or more than 2x Shield dist doffs... out of sheer boredom.

Get with the time man! Universal consoles no longer gives an unfair advantage to anyone, as they are available to everyone (well, not everyone of both factions, but basically everyone). Broken/borked abilities/consoles are another matter alltogether, but I think AMS and siphon drones are the only ones that qualifies atm.
To hear people rant over P2W is like hearing pensioneers ranting about how much better the world was before phones/internet/cars/inddor plumbing etc.
It's amazing you haven't spent a dime on this game having been here since beta. How did you manage to hold a subscription?
I hear this phrase "been around since beta" being thrown around a lot lately. I came in almost a year after beta, but I'm finding a lot of ppl using this phrase are mediocre players at best (not sure who you are, so this isn't referring to you). I only got to be an above average player because I was open minded to those that are better players than me, and learned as much as I could about how the mechanics of the game works. Being around since beta has nothing to do with skill level. I came from a fleet where most of there players have "been around since beta."
There are a few fleets left holding out on using p2w consoles because they still truly feel they hurt pvp more than they help. You ought to be glad about this. If a fleet like the pandas decided to say "TRIBBLE it" and start running premades and organized theta, anchors, and AMS runs, you would certainly see a lot more tears. Ive really only seen 2-3 premades using p2w consoles in an organized fashion. It's devastating when used as a team. We still beat those teams, but it was much more difficult. A team loaded with consoles vs a team of equal skill with no consoles will almost always come out on top.

Feels more like P2L consoles than P2W.
I got rid of my GPG console, tho, when I rerolled my first Sci toon and never got it back, for what it's worth.
For example, on my science ship I do include Graviton, because that ship uses tractor beam repulsors and one of my tactics is to repulsor the healer some 20km away and then graviton to keep him there while the rest of my team beats on his team-mates.
I DON'T include theta mainly because it serves the same purpose as graviton, or at the very most I might REPLACE graviton with theta, but why on earth would I put AMS on that ship? It doesn't mesh with the build, it causes my viral matrix to enter cooldown, and it just plain doesn't make sense.
Now I understand some people can't afford every console, but usually you can afford one or two. To be honest, I don't see the problem with them as effectiveness is usually determined more by your piloting skill and knowledge of when to use abilities than how many P2W consoles you've got on you.
Are we talking about jump console? We tried addressing the Scramble Sensors thing by testing it. Nobody got back to us, but despite this we took the fundamental step in honoring the proposed agreement found on the Subnuk proliferation treaty post. Page 7-13 is the content you might want to look into.
But we haven't run consoles, and if you've seen them, please fraps, @handle, mail to me please and thank you. Which is exactly what Horizon is doing on that same thread on a claim made by Regulus about Critz running P2W.
Well the Pandas haven't officially committed to it. Instead Naz has questioned the delivery of these terms in the form they don't appear to be as an accord. But I'm confident they'll bend in favor of having something totally official and thereafter we can write something up all together and set an example for the entire community and Devs to appreciate.

qft, 1 or 2 consoles that enhance your build can be pretty powerful. too many and you lose your punch.
And at one point we had a build that involved every P2W that man could devise. Yes it worked, but I had the feeling it would've worked better without half the stuff we brought. Plus Critz beat us into the ground regardless.
The key to a good build is focus. Your build must have a purpose, a reason. Are you bringing Theta "just because"? Then you're doing it wrong and will probably get stomped.
On the other hand if you have a specific goal in mind ("sci ship, bring theta and repulsors, and push their healer 20km out and wrap him in theta so he can't get back in time") then you'll probably win.
Only reason I'm using Impulse Capacitator at all is because I PvP in a hit-and-run BoP that isn't designed to slug it out with enemies. I also generally keep the Impulse Capacitator for 'oshi-' moments when I'm out of tractor breakers and I'm tractored, or when I really need to make a break for it. Otherwise I usually stick with Evasive Maneuvers, Pattern Omega, or both at once.
Everything else is skill. Well-timed decloak+alphastrikes, quick bit of fighting to try finishing you off if initial attack failed to kill, and then breaking off. Smart players know how to counter my tactics and make things harder for me.
That seems more fun to me.
It's terrible but easy, and these Borg are way cooler than the mess STO and Voyager left us.
