I think its quite easy to resuscitate PVP from its current zombie state. I have a few proposals starting with the simplest:
1. Give out fleet credits for participating/completing a PVP scenario
2. PVP outfit, ship materials, etc etc
3. Make PVP equipment set-piece, dont mind the grind but at least its a goal
4. A PVP unlockable exclusive ship?
Notice that this game is leaning towards pay to win. If the PVP rewards are enticing enough i am sure you will convince ppl to spend $$ to buy that special console or that new c-store ship. That way you guys make more money!
In its current state, its sad to see PVP this way. Its one of the most fun aspects of the game, its a shame almost no one plays it.
Unless... you guys are already working on something ^^
the idea is to get as many people as possible to pvp. That way, with more bodies, chances are you'll meet less of the PVP junkies with decked out ships/equipments. Right now only people play PVP are the ones with 10 c-store consoles and XII gear.
they already give out dilithium for PVP....you can turn that in for Fleet credits (provided that there is an operation going that need Dil, which almost EVERYTHING *cough* CRYPTIC *cough* does)
but yeah, there does need to be more rewarding in PVP...even if i just started it today.
They do give out dils.. but thats for completing 3 scenarios. The issue is you wait forever for one scenario to start due to lack of interest in pvp. With more rewards, I'm sure the queues will be back.
Besides whats more fun than blowing up a real player's ship knowing you've outsmarted him (in some cases, out-paid him on c-store consoles and ships :P). That is way better than blowing up NPC ships who don't actually fight back.

Before F2P, there was PvP stores on K7 that sold PvP weapons and ship materials, but they got rid of the PvP Currency. In fact if you go to K7 you can still access those consoles on either side of the station (one outside the shipyard and another outside the tailor).
But adding Fleet marks or credits, just just going to compound what PvPers complained about for a long time, that there were moochers there that just did nothing during matches, just to get easy currency. And having PvP weapons that have actual boosts to PvP itself, wouldn't be smart, because this pretty much backfired with other MMOs. Because new players had a much harder time trying to defeat PvP veterans and just gave up.
PvP should be played for the sake of PvP, not for the sake of items. All they have to do is give PvP a function in this game like Territorial control.

Those PVP consoles are still there, but they are now Dilithium weapons. So it is hard to tell how these are meant for PVP unless you look specifically at them. And again, it cost alot of dilithium for weapons that are already obsolete in comparison to Fleet weapons.
I completely agree that Territorial control should be implemented in game. It would pit us against the Klingons and give the winning side of the week an advantage of some sort (exclusive access to a special hub with a special store, mayhaps; a small faction wide buff of sorts). A leaderboard is also an idea, so that your achievements as a PVPer can be bragged about.

ah...but that us for anyone not a VA
Ive been doing arenas all day long and netted over 16k dil to finish off yesterday...finish today and i am about 1/2 way to cap for tomorrow lol
but on the otherside, my main is a VA, so it take maybe 5 minutes tops in between arenas...when im normally browsing the forums :P
and i have to say PVP is pretty fun, even if i get blown up alot...:)

We already have many afkers in fleet scenarios/stfs.. so having them should not be a surprise. Besides the idea is to reward players and entice players to pvp, the logic should not be: lets not make pvp fun (or give rewards) because we dont want afkers.
Problem with afkers should be dealt with differently. I think a few mmos have a system that removes you from the map if you're afk more than 5min (i think warhammer online is one of those mmos).
Now, fear of decked out players spoiling the fun is also not the reason to be worried about. we can create dual difficulty pvp scenario like stfs. So if you're poorly geared and you choose elite, you already know that you will be expected to meet players who basically live in pvp arenas.
Functional pvp is a great idea and i would love it. However, its execution may require drastic changes to the game. Im not even sure how it would be implemented..one potential method would be like RP or DI?

I say, just make winning the match an optional that gives some extra rewards. Problem fixed.
Having 5 fleet marks per arena or c&h is very common sense. A pvp pug match lasts at least as a fleet match. Also, 1 edc should be common sense. Why do we need to do the same old "shoot the Borg" 1000 times for each character we have? Why would be fleet marks and edcs considered abuse for pvp, that I can't understand...

Thats the reason some of us "less than lifetime subscribers who haven't been here since beta" can't PvP.

Agreed. Add some fleet marks, a LONG cooldown for an AFK map kick, separate Elite/Normal PvP queues, and you can call that a solution.
1. Give out fleet credits for participating/completing a PVP scenario
If you meant Fleet Marks, yes, I love this idea. Should have been in from day one.
2. PVP outfit, ship materials, etc etc
Yes, absolutely. Earning cosmetics from PvP'ing is a fantastic idea. Better yet, reward Gold Pressed Latinum from PvP (hell, let everyone wager on the match) and Dabo, and then make a store full of cosmetics you can get for GPL.
3. Make PVP equipment set-piece, don't mind the grind but at least its a goal
No, this is a bad idea, for much the same reason having to PvE to get the gear to be competitive in PvP is a poor idea. If the gear is better than PvE gear, it becomes a must-grind" for everyone. What generally happens, is it's a must-have for PvP... which means those who get to it first will have an inherent mechanical advantage to go with their potential skill. There's also the fact that Cryptic has stated that STF gear is meant to be the endgame gear, so in that light, I'd much rather PvP reward EDC.
4. A PVP unlockable exclusive ship?
I could support this on the grounds it was something like the Tuffli freighter. A ship that's not really designed for PvP or PvE. If it were a shuttle, there's a decent chance it'd either not be worth it for Shuttle PvP, or the best shuttle for PvP. As for bigger ships, there's a high chance a player wouldn't be setup for it, or it'd only appeal to a small subset of players.
Alternatively, maybe award an RA ship token (like the one you get at 40) which can be redeemed for an RA ship or half the dilithium value of said RA ship.

So what?
Now instead of having to queue up for STFs, people also have to queue up for PvP matches to get tokens to spend on additional gear.
Those who grind it first may have some advantage, but it will be short lived since others can grind for it too.
We haven't even discussed the specifics for a PvP set. It may just be a slight improvement over current sets that only appeal to minmaxers.
Anything that gets more people into the queues so that you get varied levels of skill instead of 15-0 stompings is a good thing.

I still think it'd be better if the gear were stuck, say, in the Omega store and you bought it with EDC earned from PvP (or STF's) to prevent causing what happens at the moment from being done to PvE'ers: Having to play content you do not wish to play in order to play the content you do wish to play or access some piece of useful gear. Doesn't seem right to make PvP earn rewards currently earned in PvE, but not also make it work the other way around.
Shorter, simpler: You shouldn't be barred from gear you wish to use or experiment with because what you intend to use it in is not content you wish to play.
Ex. I'd have designed both a PvE and a PvP scenario for earning the Reman set pieces, instead of forcing players into one or the other, with the parts themselves being up for testing (general free items vendor) put up on Tribble to make sure their abilities or stats didn't cause anything strange to happen until the scenarios for them were ready.
They need to add Doff Rewards to pvp as well, as add Fleet Marks, and boost the EC Gains per match.
Maybe Victory can get you all of that. Instead of just mere Participation. Participation could just get you the dilith turn in, and the existing 20k EC a match.

Yeah, this exactly. There's no reason (okay, there's a reason, but it's really damn dumb) not to make sure PvP and PvE are both included and have access to the nifty things. Winning getting you the rewards means that you can't just afford to AFK and get the pretties, and having said rewards available via a route other than PvP gives you an alternative if you're having lotsa bad pug matches or PvP'ing without friends.
Cryptic stated they don't want separate gear for pvp due to maintenance reasons. I'm fine with that. But, as you folks stated above, I see no reason for not getting fleet marks, edc, and pretty much every gear and rewards available through pve. Maybe differentiate the gear for the type of pvp, so right now, c&h could reward edc and arenas fleet marks. Winners should get more, looser less. But everybody should get something.

I'd say some sort of handicapping system that rewards more for using lower tier equipment/abilities/officer quality/skills against higher tiered enemies.
...Make player skill actually count for more than his equipment and crew.

I'd like to go one further and get exclusive PvP earned gear sets for both ground and space.
You have to play a certain amount of matches and get credits before you can buy them, like it is for STF gear.
Of course we'd have the PvE junkies complaining about that, so it most likely will never happen.
Disabling on-duty doffs while in PVP zone is not such a bad idea
