Well the MACO Deflector helps with Structural Integrity (increases your starship hit points). I personally mix and match depending on my build... I suggest you do the same based on what you want your Star Cruiser to do.
Right now I use MK XII MACO Deflector and Shields with Borg Engines and Universal console. So I get the MACO Magnetoplasma Relays ability with the Borg Autonomous Regeneration Sequencer.
I mean I've seen it at work I've seen people go from 0 shields to full in seconds (it's the only thing that stops my shield strip build) but when I used it it didn't work like that, I just got the animation
the MACO and Borg sets compliment each other very well as others have said mix and match them. My Defiant R is running the Borg deflector, engines, and console and MACO XII shields it allows a good deal of survivability in battle.

The borg set has conditional healing procs, think hazard emitters 1 and transfer shield strength 1. If you're seeing someone go from zero to full shield that sounds like a disabled shield system Debuff wearing off or an engineer hitting a good chunk of their shield heals at once. While I'm not 100% sure what that is it isn't the 3-peice borg proc either way.
If you simple look at the sets, without mixing them, the maco is most likely the best. followed by omega and borg.
Simply because of the maco shield being the best.
But honestly, nothing beats Maco shield, and the borg set bonusses.
It really depends on how your character's skill points are spent and your play style.

If you really think you need the hull heal, I'd say go with the MACO shield and deflector, and go with the Borg engines with the Assimilated module for the 2-piece Borg set.
I really don't find a full set of anything to be all that useful. You're better off mixing sets.
If you want a bit more offensive abilities, consider getting the 2-piece set of the Omega.
I still bothers me to no end that the MACO and Omega sets are not powerful enough to outclass the Borg set bonus. A MkXII Maco set is still not as good as the Borg 2 piece set, and the MkXII is much hrder to obtain.
I don't know, a full MK XII MACO set is useful on a Fed Escort. Not to say the 3 or 4 piece Borg set is useless on say a T5 Defiant Class... You'd have to survive within a 45 second window to get the Auto Regen Sequencer to kick off and heal your hull. Same goes for the Multiphasic Shield regen sequence.
But I have to say that mixing and matching the different sets based on your build to be more useful. I did an experiment with my Fleet Recon Sci ship and noticed that certain builds related to Tractor Beams & jamming sensors (via the Antimatter Spread console) required items from the space Breen, Romulan, & MACO sets. And if I wanted a different build for a Theta Radiation build tank with Gravity Well crowd control abilities, I'll end up using MACO, Borg, & Aegis space set items (I normally don't recommend this unless you are an engineer so you have back up abilities to heal yourself).
which is best for DPS and tanking on my sovy? Normal I use the 3x borg plus maro shield but tried the 2x maco and 2x borg and it did better in PVP then noramlly, didn't last long but manage to get alot of ships Which for me is a big deal, lol.
