I don't know what has been happening during the patches but lately while fighting KDF in PVP Birds of Prey have be cloaking while I was blasting them and didn't get hurt by late cannon bolts hitting them. Now, I know that in Star Trek canon world that wouldn't happen. How the Combat Cloak happens in Star Trek is that it allows you to cloak while the ship is at "Alert" status and a small window that you are not being fired upon. If you take any hits while cloaking you would get critical damage dealt to your ship or destroyed. Just watch "Undiscovered Country" and "Generations." The one torpedo that was modified to detect emissions hit the Bird of Prey so hard that it knocked it out of cloak mode. 75 years later, torpedos have been made with higher yield and one fired from the Enterprise-D completely destroyed the Bird of Prey.
In STO, the DEVs need to make the shield drop simultaneously while cloaking just like in the show and movies. They should penalize players who use it while taking fire as to if they get hit by late torpedos, beam rays, or cannons volleys while cloaking then there ship will recieve massive damage to their hull because the shield is down.
Example #1: If Klingon player fire torpedos then recloaks, repeating same of attack, and when I lock on to him as he decloaks firing my full torpedo, he recloaks and the late spread hits him, he should be dealt full damage that torpedo spread yields on bare hull.
Example#2: If Klingon player battle with me toe to toe then feels that I am getting the best of him so he Cobat Cloaks right in the middle of my heavy cannon volleys then he should receive the full damage dealt by heavy cannon volleys on bare hull.
Example #3: If Klingon player is being fired on by my phaser beams and decides to cloak while i'm firing at him he should have one of his subsystems disabled and receive full damage dealt by phaser beams to bare hull.
Also flying around while cloaked is supposed to be a massive power drain on the ship so you shouldn't be flying around at max speed while cloaked.
Shields *do* drop instantaneously when cloak is activated and, even though there is no evidence to support it, it does feel alot more likely that if you get hit while cloaking you are far more likely to get critted.
It's not like you can just hit cloak while being fired upon and be ok, it's a very difficult skill to master. It takes a great deal of knowledge and experience to know how and when to hit cloak in a situation that will leave you alive on the end. SKills like a high auxiliary PH before cloaking BFI etc all increase your chances of surviving. Bear also in mind that cloaking adds a bonus to defence value, so on top of being already evasive, the bop when cloaking is difficult to hit, so alot of shots actually miss, despite the graphic. Breaking arcs in also necessary in some cases.
Oh, and don't bother trying to quote canon in the pvp subforum, it only hurts your case in here.
TL;DR
You *do* take full damage for hits you recieve when cloaking. It takes alot of skll/knowhow to achieve a combat cloak under fire.
Just remember that when a Bird of Prey activates battle cloak, not only does its shields go down, but its defense goes up to compensate... other wise you'd always get vaped when using BC under fire. If you have Subspace Modulator and AP:O up (and Evasives Maneuvers) your Defense is going to be pretty much maxed out. There's also plenty of things to do about your hull while cloaking, like putting up BFI and/or Polarize Hull, just like Trainor said. Switching to aux bias usually is handy, as it greatly improves you stealthiness.
I don't give a rat's behind, how much the defense rating goes up. if 5 or 6 torpedos explode around you and you have no shields up, you should not come back unscathed. If I would of thought that this was a bug I would of made a bug report, but I know this is intended and its wrong. I will quote Star Trek canon as long as I'm a Star Trek fan and thats not going to change. That is what this game is supposed to follow. Just because you go invisible don't mean you become invincible. Things just don't pass through like you are a ghost. Devs went way out of there why to make things easy for KDF. I seen many players exploiting this combat cloak to come in an out of battle but when they come back they are unscathed and fully capable. Defense rating should only apply to targeting systems not physical matter itself. If the torpedos already about to hit you, and you cloak, the torpedo shouldn't miss you because it can't see, especially if you still in the same spot. Bolts from cannons and beams, if already left the gun, then they will hit , because you don't move faster than light. Defense need to be revamped for the cloaking if that how the game has been going.
If you'd read any of what was posted you'd know that anything that is fired up until you lose sight of the cloaker is rolling the calculations in the same way it would were they not cloaking. Because they didn't explode when you looked at them, doesn't mean that you didn't hit.
If the BoP is smart they are boosting there hill resists as they cloak so they can survive the process in battle.
Its a skill all BoP pilots learn eventually.

First thing, they could simply be placating with KHG procs, and then using that opportunity to Battlecloak while the jam effect is up. There is nothing wrong with doing this of course, (other than the KHG proc is stupid to begin with) and really it's pretty much the only -safe- way to battlecloak mid combat against light coverage. (ie one person shooting you or maybe 2)
Second no one cares about ST Canon references. Weapons in particular in trick vary from OMG SUPER WEAPON to... Feather duster. The only thing that matters is balance.

3: Phasers have a proc that can do that. It's really funny watching someone try to cloak when it procs their aux off.. because they can't.
4: there is this thing called Defense Score. It's how a ship lives and dies in combat. You can Miss in sto.
5: The bop is a piece of TRIBBLE of a ship. Period. Anything it does I can name 4 ships that do it better. Actually that general rule applies to the KDF in general with cloaking ships, save the Fleet Vorcha which is the best dps escort (to the point that it even gains the fragility of an Escort) the kdf has and it's a Cruiser.
When I cloak I hit either or and sometimes combos of
- Brace for impact
- Polarized Hull
- Hazard Emitters
- Sub Space Mod
- Engi Team to recover hull after the first few hits
I also Slot 3 Neut Armours.

AFAIK, anything fired before the BoP cloaks will hit the ship as if its shields were still up, even if the shield indicator drops before the torp/cannon/etc graphic reaches the target. If you wait for the cloak icon to pop up before you fire a volley then you'll hit the ship's bare hull.

If this game was more about Star Trek Canon, and less about Balances and Checks, no one would play a Klingon because the Federation ships would just blow them up in one to three shots. Or If the Story called for it, you'd get blown up just as quickly with no need for ship powers.
Not to mention there would be very little, not nearly no healing the way the game is currently.
And Tricobalt Torpedoes would ALWAYS one shot big stationary targets.
Transphasics would always bypass shields and go straight to hull.
Chronoton Torpedoes would do the same.
You, as a Federation Officer would not be alowed to use anything but Phasers and Photon or Quantum Torpedoes. And there would be no Magic Proc on those weapons to cause a random subsystem to fail.
I could go ON..and ON..and ON as to why it would be a bad Idea.
Maybe instead of whineing and moaning about the fact that you got blown up by a PVP player in a game, you could try to.. I don't know.. Play on the Klingon side? Perhaps see what made that Bird of Prey do what it did. Or even try to do it your self.
I can almost guarentee that you would not be able to acomplish it with out at least 2 months of practice. Because it's damn harder then your posts are making it out to be to kill some one with a Bird of Prey when under constant Fire.

Secondly, its easy to buff one's BoP to survive cloaking in battle under fire if one knows what abilities to use before hitting cloak and has them in one's build. It doesn;t always work mind you as thier are ways to strip the buffs but when it does, it does well.
While only the B'rel-R can heal while cloaked the ability to heal oneself and prep shields as one comes out of cloak is easy, if one practices, so that you can decloak, buff and have full shields/Hull almost immediatly.
The possibility that your BoP opponent cheated or exploited the system is low and it sounds as if they where just a highly experienced BoP player.

You said cannons... and now slow turning. Dear God you aren't some Failaxy X pilot are you? I'm guessing by your Avatar the answer is going to be Yes. Dude, first thing to improving your game, drop the Cannons. The ship is far too slow for them to be even remotely effective in pvp. Slow Traveling Poor Inertia ship = never put Cannons on it, ever. Not even Single barrels.
The second bit of advice, is get out of the Failaxy immediately. It's a Worthless Ship.
Lemme guess he flew over head, or aimed his ship upward while he did it too. That's because your piece of scrap Pig Iron of a ship (more like Lead) isn't even going to have a prayer of staying on a target long enough to do real damage. And if you say "it works in pve go away!"

On my KDF Character, I have a Cruiser, used Extend on a BOP... then realized oh... no one is going to have an Extend for me... I learned real fast that KDF Cruisers are just another Escort and that my best defense was to kill that Fed ship very fast or get out of there.

There is a fairly easy way to tell if it's the KHG shield's proc, because along with making the target disappear from YOUR sight for a second or two it also gives you an accuracy debuff so if you see that debuff then you know it's the shield proc.
As for battle cloak, your shields do drop and may I remind you that in the movies you listed the BoPs that were getting hit were actually hit by torpedoes, and if you're hit by torpedoes without shields in this game you will not walk away unscathed and there are plenty of BoP Captains who have just barely escaped while they were getting hit by torpedoes while cloaking/running. The damage to the hull is not nearly as high from beams and cannons so if that's what you're hitting the BoPs with then don't expect them to drop dead.
Overall though, your argument is pointless because no matter how pissed off you are, the shields still drop the moment you hit cloak and if you're hit by torpedoes in those few seconds then you will be hit hard but nowhere does it say in any show or movie that you should get instantly killed because you cloaked.

Agreed. Players like 'Strike.' and other high-level players (Sad Pandas, some of the ISC folks, Lafamilia members, etc) make it seem effortless, but they're really just good. They use keybinds, have things laid out just right (all the way down to the positioning of the keybinds on their keyboard), and have a good sense of timing, AND can handle the chaotic multitasking of a multi-ship battle. They're also most likely using a full-fledged gaming rig, etc. Me, I'm running a cheap-ish laptop with a mouse and keyboard extension plugged in, and I like to think I do fairly well in PvP. Maybe it's because I'm flying a Hegh'ta BoP (which will be an outmoded ship in PvP when the Fleet Hoh'sus reaches wide availaibility), and that affects my combat ability somewhat, I dunno. . .

While only the B'rel-R can heal while cloaked the ability to heal oneself and prep shields as one comes out of cloak is easy, if one practices, so that you can decloak, buff and have full shields/Hull almost immediatly.
The possibility that your BoP opponent cheated or exploited the system is low and it sounds as if they where just a highly experienced BoP player.

You said cannons... and now slow turning. Dear God you aren't some Failaxy X pilot are you? I'm guessing by your Avatar the answer is going to be Yes. Dude, first thing to improving your game, drop the Cannons. The ship is far too slow for them to be even remotely effective in pvp. Slow Traveling Poor Inertia ship = never put Cannons on it, ever. Not even Single barrels.
The second bit of advice, is get out of the Failaxy immediately. It's a Worthless Ship.
Lemme guess he flew over head, or aimed his ship upward while he did it too. That's because your piece of scrap Pig Iron of a ship (more like Lead) isn't even going to have a prayer of staying on a target long enough to do real damage. And if you say "it works in pve go away!"
My Shuttle Works in PvE. PvE is nothing but Target Dummies flying around.

On my KDF Character, I have a Cruiser, used Extend on a BOP... then realized oh... no one is going to have an Extend for me... I learned real fast that KDF Cruisers are just another Escort and that my best defense was to kill that Fed ship very fast or get out of there.
There is a fairly easy way to tell if it's the KHG shield's proc, because along with making the target disappear from YOUR sight for a second or two it also gives you an accuracy debuff so if you see that debuff then you know it's the shield proc.
As for battle cloak, your shields do drop and may I remind you that in the movies you listed the BoPs that were getting hit were actually hit by torpedoes, and if you're hit by torpedoes without shields in this game you will not walk away unscathed and there are plenty of BoP Captains who have just barely escaped while they were getting hit by torpedoes while cloaking/running. The damage to the hull is not nearly as high from beams and cannons so if that's what you're hitting the BoPs with then don't expect them to drop dead.
Overall though, your argument is pointless because no matter how pissed off you are, the shields still drop the moment you hit cloak and if you're hit by torpedoes in those few seconds then you will be hit hard but nowhere does it say in any show or movie that you should get instantly killed because you cloaked.
