Commendation reports - Military - Can't assign Assault Squad Officers

On the starbase commendation reports, when I try to assign Assault Squad Officers to the Military report, I cannot, and ASOs are the Success type needed. I can assign other doffs to the mission.

You should NEVER assign the 'preferred' officer to do the Commendation reports!!!
Since there is no chance of failure, you should be trying to increase the Critical Success %.
Any non-preferred officer will increase your Critical Success which increases your Rewards significantly. Hopefully you can find a non-preferred officer with 2-3 matching traits to increase your Critical Success %age to nearly 30%.
