How to get torpedo spread 3?

i got the torpedo spread 2 but does anyone know how to get the torpedo spread 3?

    only place i've seen to get it reliably is facility 4028, jem'hadar boff end reward.

    states it's very rare and may be found on uncommon and higher boffs. jem'hadar is a sure thing though.

    ^ He speaks the truth. Just do that mission on normal, easy win, and then take your BOff and it's TS3.
    It is said the best weapon is one that is never fired. I disagree. The best weapon is one you only have to fire... once. B)

    The other option is about a mil at the exchange. I'd do the mission personally.

    I don't know what you mean by normal, but, yes, I've played it at the advanced level, the middle level and it's not been that hard to take out a few prisoners and some Jem'Hadars fighting together with a memeber of your team, a Founder and a few olographic Gamma Quadrant Jem'Hadars as your allies.

    I got the Jem Tac reward some time ago and he has the torp spread 3

    Is the exchange the only way for a Rom capt to get TS3 for one of their Boffs? I got the JH one but he can't train Rom Boffs apparantly, so I'm guessing you have to try and find a Rom Boff on the exchange with it, though I haven't found one yet. Also I know Tovan comes with it already, would like to have it for another character.
