BoP, just don't expect to 1v1 with the VA 'free' ship in PvP unless you've got the right build for 1v1ing. It's pretty fragile compared to Federation escorts.
My PvP toon is Krov, of The House of Snoo. Beware of my Hegh'ta of doom.
At captain level, definitely BoP. Maximum pew pew.

and the weird pivot-point that makes a Raptor about as manueverable as a gimped cruiser.
Okay, can someone tell me about this pivot-point thing? I'm confused here, especially since I just started a Raptor on my Tac, and it turns just as well as any Escort unaided.

Watch how you nose travels to target when you try to turn. You'll notice it travels slower to target becuase the Qins pivot point is far back in its body making it turn on its butt instead of the center of its body.

Okay, I've seen it, but isn't it just a fraction of a sec off the time it takes an Escort to turn? I see no issues with the Raptor's turn-rate, even with this pivot-point thing.
To expand on that, it means your "Escort" is turning like a cruiser running RCS consoles (the white ones, not the purples) instead of...like an escort.
Numerically your values are higher, but in terms of performance, you're turning too slow.
I'm sorry, but I just don't see that much of an issue.
I've seen and played slow-turning cruisers. Playing around with a Raptor, even with the pivot-point, it turns roughly the same as my BOP. (I know it really doesn't, but it's still nowhere near a cruiser turn-rate)

The problem becomes a LOT more visible if you PvP with it, than if you go against the "Slow and steady" level-flying AI driven bot-ships in PvE. when most of your firepower is forward-focused (DHC's and the like) that fraction of a second is a significant, crippling difference-players WILL try to evade fire, Bots don't, so keeping off the sweet-spot axis (or keeping it ON the target) means a cruiser-like performance when you have Escort hull and Escort shields is a very bad thing indeed.
Hmm... guess I'll be fine then I'm not really a PvP kind of guy (I get frustrated real easily when I lose at anything).

The Qin for a stand up out right pve fight is second only to the guramaba siege destroyer, and in that role under those circumstances it really can't be beat.
The bop is a whole different kettle of fish, it's a guerrilla fighter, or if you want, team supporter. The bop offers the most flexible build style of any ship in the game to date, whilst not sacrificing all of it's damage dealing potential, however, to get that level of flexibility, the bop has suffered in terms of hull and shield points.
What it really boils down to is, do you want to survive that tac cube torp or do you want to evade that tac cube torp?
Yeah the later Raptors I feel have it worse than the Commander ones.
The BOP doesn't have as much advantages as the Fleeters make out, it could do with a small buff in the Hull HP at the very least to give it a bit more armour.

Cruisers were not included in the OP's original short-list, and regardless of how tanky they are, some of us don't like giving up all that manuever and speed to imitate a Fed captain in their giant armored slugmobiles.
Not saying there's no place for heavies, just that some of us out here don't have the patience to deal with a turn rate equal to or less than 12. No matter how good the armor, shields and power levels are, cruiser driving is (for some of us) an exercise in frustration.
Ha! then you've never flown a fleet Vorcha.. My Eng captain fields one with Fleet Dual plasma heavies cannons on the fore. The damage output and the tanking done by this ship is simply GLORIOUS. I've never had trouble keeping target on sight either. The only thing that I miss is the Battle Cloak, but meh, I havent built this one for alpha strikes.
There have been times, where I've beaten Fed Tac Capns on DPS output with this beast. In my humble opinion this is the most Klingony a ship can get. Tough, durable, agile and still packs a wallop!
Only problem now with the S7 shuttle/ship selection bug, my ship , the IKS Akula, is mis-named after my shuttle, the IKS Dungbeetle!! grrrrr
We still live!!!!! Hahahahahahahahaa! We live and we will conquer!!!!! Hahahahahaaha!
-Roach, when asked about Klingon extinction!
But, being able to absorb some punishment and my choice to "bring the pain" to a fight as a Tac Captain made the Raptor my only choice.
I currently use the Mirror Qin and love making things go BOOM.
Sure it doesn't have the Universal Stations that would make you flexible, but for Elite STF's you'll be needing to use HY3 + Cannon Rapid/Volley3 anyway.
You'll be taking damage, too.
A Raptor will last longer.
NO to ARC RIP KDF and PvP 2014-07-17 Season 9.5 - Death by Dev
The raptor might have 1 more aft weapon and tac console, and tac BO. But the Bop has BC and WAY more turn rate, with Universal BO.
If u are running a setup using DHC or DH up front, the extra turn rate on Bop makes it A LOT easier to keep the guns running hot, which causes more dps then the raptor can dish out weapons wise.

PvP is definately where it shows. Against other escorts, escort Carriers, almost all ships except cruisers and sceince that are not hybrids it seems.

They do more damage and are more survivable, especially in PvE where the battle cloak is not nearly as useful. Those are pretty big "onlys".
Something like a Mirror Qin is a much better all-around ship for PvE than a BoP.
