Why can't the replicated ones work just as efficient? Its hard to get the lvl 12 STF gear. I don't like the fact that its too random. I have been doing ground STF's for a year and still don't have a complete lvl 12 MACO or Omega suit. If you going to keep those gear hard to get, then you need to bring up the performance of the replicated frequency, modulators.

The default modulator need to be more reasonable speed since they are stingy in giving STF gear period. The new fleet gear is better than the STF gear anyway, so no need for them to be so stingy wih STF.
Standard free remodulator takes 4s, fractal earned in Defera is 3s, Maco/Omega/KHG sets is 0.5s with a cooldown.

What I do when one of my toons gets to max level is I start with the space stfs. I then save the data chips from the space to get one set of ground gear. That way I have the 3 piece set bonus before I get to ground. Once I start on the ground missions I get the space equipment I need.
I don't see the need to change the remodulator from 4 seconds. It is not that hard to get a fractal remodulator or the 3 piece set bonus. I have one fractal remodulator and I leave it in my account wide bank if I need it for a toon that does not have the set and will use it until they do.
You can get the fractal remodulator from the defaria ground invasion. you can use the free one in there and grind to get one if you need it. Those borg are pretty easy.
Indeed. Even a Mk X set of Omega/MACO/HG only costs 60EDC in total. I started off getting a full set of that by grinding the STFs, and relying on getting EDC along with the usual tat you get in the loot bag at the end.
It has taken me just over 7 weeks to grind out the EDC to get a nearly full set of Mk XI Omega (playing several STFs per night), and thankfully I got a Rare Borg PSG Tech, so I was able to complete the set and use the spare EDC to put towards getting some Mk XI weapons for my ship. But, even a full Mk XI set is only 120EDC. If you can do the Space Elites comfortably, farm them to get the EDC, and mix it up with the Normal Ground missions. Get a Mk X set and you can do Normal Grounds more comfortably and get into Elites. Get a Mk XI set and you can start to farm for the Prototype Tech you need for the Mk XII on both Normal and Elite.
And remember, if you end up with Mk X, don't throw away the Mk X, give it to a BOff, who will be able to make full use of it.

Edit: As to the OP's question (which I half missed), the free remodulator is fine. A 4 second remodulation seems like forever, but provided you time it right (between enemies) it does okay. Remember to equip a backup weapon of a different energy type to switch to if you're in the middle of a firefight and don't necessarily have the time to remodulate (I go from Fleet Phaser sniper - don't have the Mk XI MACO rifle yet - to Omega Antiproton Carbine nowadays, but I used to go from Antiproton sniper rifle to Tetryon Pulsewave).
I could see an Eng getting away with a fractal remodulator on elites, maybe a science too, as a tactical there is no way, you need the set remodulator.
The X level sets are easy to get, this fascination with everyone having XII gear is crazy, if you aren't elite then why do you need elite gear? The amount of damage needed in elites is far far above normals, set remodulator just isn't a choice.

An hour at Defera wont earn you enough materials to craft a fractal remod unless your super lucky to have the same material drop from every dead borg once a minute.

Cure ground elite, when the worker drones are attacking the transformers you NEED to deal with them, stand still re modulating does not cut it.
Infected ground elite, (i wont go into optional because its essentially impossible on pug regardless) Assuming you are using the right tactic of sniping the borg, having the extended remod again doesn't cut it, the borg come into closer range and the team needs to take them down quickly. As for the boss its fairly obvious, wasting time re modulating means borg WILL respawn, flank damage and kill the team. not to mention you cant heal while remodding.
Khitomer Accord ground elite, this one.. more forgiving on, an engineer can easily get away with it, sci assuming they are being a more supportive role anyways, yeah they can pretty much get away with it, tactical? not really.. their kit abilities are reliant on weapons, so remod is still pretty much essential.
I know its a hassle but don't do elite ground missions until you have at least a mkx stf set.
I mean the pros should be enough to go for it..
-you get a 2piece ability (helps survivability)
-the weapons have the +15GUARANTEED DAMAGE to borg (even if you havent remodded)
-You get the integral remod
-It's only 60edc at most.
You dont even have to run normal ground missions. You can do normal space missions, or if you KNOW your ship can manage elite, then you can also do elites.
But please I implore you, do no go on elite ground without a maco/omega/honor guard mlx set. ESPECIALLY infected/cure.
As for the borg one shots, i that when it happens its because i got flanked (my own fault for not being more perceptive of the locations of borg), I was a low health anyways, or i was just unlucky. If anything getting the mkx stf set means you can heal yourself or sometimes even prevent a 1hit ko, (e.g. using the MACO shield ability and it saves you from a heavy drone's sweeping attack)

No, the Elite XII gear only comes randomly. I don't know of any way to just go buy it somewhere or I would of had it by now. I quit using the STF XI gear because my fleet shields resist more damage and my fleet weapon deals more damage to the borg than the STF stuff, but bacause of the slow recharge rate of the modulator, i have to shoot then run and hide around corners till it resets. Its not the group of borg drone that bothers me. Its the Bosses, especially the Elite Tac Drones the relentlessly come after me. I could sprint to the other side of the map, this thing sprints after me to the otherside of the map. With a bosses that I can't hide from and one shot kills people, we need faster modulators or either slow those bosses down. I don't don't know if its a bug on Khitomer Ground but there are some drone and bosses the sprint like normal people. Its like a Star Trek version of "28 Days After." LOL
Sounds to me like you want everything in one. games don't work that way. you have the stf gear and the fleet gear. In the end it is up to you but you are going to be choosing between tanking or shooting faster. You can't have both and it won't happen. I for one am glad that we have a choice and variety. If you want both then grab your stf gear and play as a medic.

before doing elite ground stf, get a mkx gear...or grind 120 EDC in space missions and get the mk xi ground set.
60 edc is about 30 space elites, even less on a wednesday or thursday. That means a maximum of 10hours space stf to get you your mk x gear. Then you are ready for ground elites and possibly have equipped your ship with MK XII ship gear.
so basically there is no need to adjust the remodulator anyway, since you should be using stf gear for stfs, it is designed for that.
i also fail to see how the fleet gear is so much superior to the maco mk XI? I only use the advanced fleet weapon, but if i do ground stf...i switch to my MKXII borg weapon (not part of the set), which is only slightly weaker than the fleet weapon.
the only interesting items i saw from advanced fleet gear, was the armor with 80% crit severity. the shields seem to be only a beefed up shield with more SP...since SP is nearly pointless anyway in stf (the borg strip it away in a matter of seconds), i think the mako is just fine.

But it doesn't need to be faster. Carry two energy types so you can switch weapons in the middle of a mob. Remodulate between mobs.
It's only four seconds. If that's too slow, you've already been told where to get a slightly faster one (Defera Borg invasion), but I doubt that would make that much of a difference. It's only a second faster.

Ha, quite laughable. Fleet has bigger variety in setups while Maco and Omega is stuck with one type set up. My Shield has quicker recharge than MACO or Omega, and better resistance to plasma weapons. My body armor has better resistance to rooting and holds than the STF stuff, it heals hit points faster. You obviously have to pick the right setup that gets the job done but its its more affective than the old STF stuff. My weapon is more effective against the Borg, plus it helps to have the Tholian DOFF that helps ground damage against the Borg. With a slow modulator I have to shoot, run, and hide to wait for reset, because I'm usually the last guy living after the Elite Tac Drone killed everybody on my team.

And thats why the MACO set is the BEST for survivality and the Omega the best for Damage.

In your opinion only do the STF gear seems best for you. I don' have the LVL XII stuff so I won't know, but I do know that my fleet ground weapons are better than the STF XI stuff, and my shield and body armor keeps me surviving longer then the STF stuff. Its a matter of testing these equipment, not just by saying or following stats stated by the gear. I have been playing STF's long to know what works and what doesn't. STF XI gear no longer works for me, now I have the Fleet suff the keeps me living longer. Thats results, and not gimmics. The only thing slowing me down is a slow modulator. I have not been lucky enough to get the STF lvl XII gear yet, but if I didn't give up on getting them or I would of quit playing STF ground a long time ago.
there is virtually no difference in stats between the XI and XII sets. If you feel like XI doesn't work for you anymore...then XII won't change that.
I agree that the fleet armor is a major upgrade to both armors...if you put them alone...but as a set they still outperform the advanced fleet gear, especially in stfs.
the fleet advanced gear is therefore not better than the maco/Omega/KHG gear, but also not much weaker if you are fighting normal mobs. against borg, the sets will allways outperform fleet gear...simply because of the set bonus.

Khitomer Accord ground elite, this one.. more forgiving on, an engineer can easily get away with it, sci assuming they are being a more supportive role anyways, yeah they can pretty much get away with it, tactical? not really.. their kit abilities are reliant on weapons, so remod is still pretty much essential.
I know its a hassle but don't do elite ground missions until you have at least a mkx stf set.
I mean the pros should be enough to go for it..
-you get a 2piece ability (helps survivability)
-the weapons have the +15GUARANTEED DAMAGE to borg (even if you havent remodded)
-You get the integral remod
-It's only 60edc at most.
You dont even have to run normal ground missions. You can do normal space missions, or if you KNOW your ship can manage elite, then you can also do elites.
But please I implore you, do no go on elite ground without a maco/omega/honor guard mlx set. ESPECIALLY infected/cure.
As for the borg one shots, i that when it happens its because i got flanked (my own fault for not being more perceptive of the locations of borg), I was a low health anyways, or i was just unlucky. If anything getting the mkx stf set means you can heal yourself or sometimes even prevent a 1hit ko, (e.g. using the MACO shield ability and it saves you from a heavy drone's sweeping attack)
While creative, personally i dont see that viable ^^, the cooldown is 1-2mins and the only kit it is on, is abysmal.

No, the Elite XII gear only comes randomly. I don't know of any way to just go buy it somewhere or I would of had it by now. I quit using the STF XI gear because my fleet shields resist more damage and my fleet weapon deals more damage to the borg than the STF stuff, but bacause of the slow recharge rate of the modulator, i have to shoot then run and hide around corners till it resets. Its not the group of borg drone that bothers me. Its the Bosses, especially the Elite Tac Drones the relentlessly come after me. I could sprint to the other side of the map, this thing sprints after me to the otherside of the map. With a bosses that I can't hide from and one shot kills people, we need faster modulators or either slow those bosses down. I don't don't know if its a bug on Khitomer Ground but there are some drone and bosses the sprint like normal people. Its like a Star Trek version of "28 Days After." LOL
60 edc is about 30 space elites, even less on a wednesday or thursday. That means a maximum of 10hours space stf to get you your mk x gear. Then you are ready for ground elites and possibly have equipped your ship with MK XII ship gear.
so basically there is no need to adjust the remodulator anyway, since you should be using stf gear for stfs, it is designed for that.
i also fail to see how the fleet gear is so much superior to the maco mk XI? I only use the advanced fleet weapon, but if i do ground stf...i switch to my MKXII borg weapon (not part of the set), which is only slightly weaker than the fleet weapon.
the only interesting items i saw from advanced fleet gear, was the armor with 80% crit severity. the shields seem to be only a beefed up shield with more SP...since SP is nearly pointless anyway in stf (the borg strip it away in a matter of seconds), i think the mako is just fine.
But it doesn't need to be faster. Carry two energy types so you can switch weapons in the middle of a mob. Remodulate between mobs.
It's only four seconds. If that's too slow, you've already been told where to get a slightly faster one (Defera Borg invasion), but I doubt that would make that much of a difference. It's only a second faster.
It doesn't take a month on Defera to get a Fractal remodulator... My entire bridge crew has them. The fractal remodulator feels much faster than the standard, but once you go to the set one you won't want to go back.

Ha, quite laughable. Fleet has bigger variety in setups while Maco and Omega is stuck with one type set up. My Shield has quicker recharge than MACO or Omega, and better resistance to plasma weapons. My body armor has better resistance to rooting and holds than the STF stuff, it heals hit points faster. You obviously have to pick the right setup that gets the job done but its its more affective than the old STF stuff. My weapon is more effective against the Borg, plus it helps to have the Tholian DOFF that helps ground damage against the Borg. With a slow modulator I have to shoot, run, and hide to wait for reset, because I'm usually the last guy living after the Elite Tac Drone killed everybody on my team.
+ you are still able to use one weapon of your choice. i use a fleet advance AP compression pistol with my sci or a split beam.
i havent seen all the elite fleet ground gear yet. If somebody could provide some stats, plz.
what choice of personal shields/armor do we have? what are the stats?
from what i know, the weapons are rather limited, and are the same + a execute function on disruptors and a small shield heal on phasers.
Actually you can go look at them on at your fleet starbase weapon shopt on OPS level. You can't buy them uness your fleet has ground provisions.
There, you're very wrong. Maximum stats dont always means best item. What i mean by this? your fleet shield is better alone than the Maco or Omega alone, but this items dont work like this, the breaking point of this items is that they have passives and actives bonuses achievables by using 2 or 3 pieces. And thats why the MACO set is the BEST for survivality and the Omega the best for Damage.
With the MACO you have the best shield heal (Emergency Shield Capacitor), and with Omega you have a great damage resistance (Distortion Field). All this plus the insta remodulation
And now if you're the last guy living infront an Elite Drone then your team is doing something really really wrong. What class are you? an engi? use Weapons Malfunction so the drone cant shoot from Enemy Neutrlization kit! a sci? use the heals from the Medic kit to be immortal! a tact? use Ambush + secondary fire from a shotgun to blow the drone in pieces from Fire Team/Operative kit!. If you still are the last standing man ALWAYS and ALWAYS go melee, the Elite Drone wont shoot you, it only will punch you with his arm, and there you have A LOT of chances of survivability while you finish him with your gun (by melee i mean stick with the drone, face to face, dont use melee attacks, keep using your guns, the dron wont shoot you!)
With XII Omega/MACO you're NOT immortal, this items are a slightly better than the XI ones, the main difference is the visual

yes thats true if you have the t3 replicator finished, otherwise you have only the option for advanced weapons. and the vendor only shows you his advanced weapons.
i still have 6 days to wait for my fleet elite ground weapons and armor.
In your opinion only do the STF gear seems best for you. I don' have the LVL XII stuff so I won't know, but I do know that my fleet ground weapons are better than the STF XI stuff, and my shield and body armor keeps me surviving longer then the STF stuff. Its a matter of testing these equipment, not just by saying or following stats stated by the gear. I have been playing STF's long to know what works and what doesn't. STF XI gear no longer works for me, now I have the Fleet suff the keeps me living longer. Thats results, and not gimmics. The only thing slowing me down is a slow modulator. I have not been lucky enough to get the STF lvl XII gear yet, but if I didn't give up on getting them or I would of quit playing STF ground a long time ago.
I agree that the fleet armor is a major upgrade to both armors...if you put them alone...but as a set they still outperform the advanced fleet gear, especially in stfs.
the fleet advanced gear is therefore not better than the maco/Omega/KHG gear, but also not much weaker if you are fighting normal mobs. against borg, the sets will allways outperform fleet gear...simply because of the set bonus.
