Both are slow enough at turning that you'd be better off using beam arrays. I've heard it said that the Excelsior Retro is the best for a cannon/turret combo cruiser though I've yet to try it for myself.

I'd say Ops Ody. It's very versatile(two universal Boffs instead of one) and the saucer separation is a fun powerful ability that will make the ship less painful for an escort flying tac officer(it doesn't come with the Tac Oddy). It can have as many Tactical powers as the Regent but will have a Lt. sci officer instead of a Lt. engineer.
The regent is powerful and comes with the only torpedo in the game with 180 degree firing arc (dear devs, we want more) and a worthless counsel. The Lt.Com Tac, Ensign. Tac, Cmdr. Eng, and Lt. Eng. is the combo for a powerful dragon build ship. The Lt. Uni slot will probably be reserved for a sci officer.
Tbh neither ship is very good for cannons/turrets. I am a cruiser pilot, and believe me, unless you are using regular cannons (the ones that have 180 degree firing arc) you will almost never be able to keep things in your gunsights. You would be better off using an escort like the MVAE or the PE/FPE.
However if you absolutely MUST use cannons on a cruiser, like they said, go with the excelsior or the sovereign. I wouldn't recommend the Regent because there are still issues with it's actual turning (even though on paper it's the same as the sovy), and I definitely wouldn't recommend the Oddy because that thing is a tad bulky and can have turn issues unless you have the chevron separation console.
But if money is no object and you really want to do this and you don't want an escort, your best bet is like stated above Tac oddy with chevron separation module. It's tanky, turns pretty well, and has a decent damage output for a cruiser.
Tbh though, if your heart is set on a cruiser, try Regent with DBB and BO up the kazoo and enjoy the fireworks.
It is said the best weapon is one that is never fired. I disagree. The best weapon is one you only have to fire... once.
If you go with a Tac Ody, be aware that to really make this build work you will need the saucer separation console, and that comes from the Ops Ody. This means you'd need to buy the pack (buy 2, get one free effectively) or otherwise have the Ops Ody.

Again, for a cannon/turret dps ship, neither...the Excelsior refrofit or the new Fleet heavy cruiser is best for that due to its superior turn rate.
Now if it for a beam boat (with some torpedoes) with very strong emphasis on tactical...the new Regent is awesome. Especially if you use the the Lt Universal for Tactical. This will give you LtCom, Lt, and Ensign Tactical. That's lot of tactical abilities while still having Com ENG and Lt ENG to tank well. One drawback is that you have no science abilities to clear debuffs. The C-store Odyssey can match the Regent in tactical abilities by using both the LtCom and Ens Universals for Tactical but the drawback is even greater as it seriously nerfed in its Tanking abilities as it only has a Com ENG, plus it's turn rate is as slow as molasses (of course, it can suacer separate...not sure what the turn rate is then).

Also, can you install all three specialist consoles onto a single cruiser?
The +8 to turn rate helps but don't forget the inertia modifier. It will be MUCH better than a regent's turn rate but you won't be dog fighting like an escort.
Equipping all three pieces of the Ody set may or may not be a good idea. The set bonuses look sort of mediocre to me but really do help make up for the loss of three slots.
You should be able to make cannons/turrets work on the regent, I do on the regular assault cruiser, they both only have 1 less base turn then the Excelsior. Its not much of a problem if you have a lot of points into impulse thrusters and engine performance, (mine is both maxed), and you run high engine power, I run 100 to weapons and 50 to engines when I am attacking. The 180 degree cannons will also match the same 180 degree arc your torpedo has.

Apparently you can install all 3 consoles and it will even give you a bonus.
Saucer Sep is listed as giving +8 to turn rate.
I wonder if that means the standard 6 degree per second rate turns into 14 degree per second?
