There is exactly one type of ship that gets 10 consoles from the C-Store, and those are the flagships. For each and every other ship, you need to get a Fleet version if you want 10 console slots.
That's not complicated, no?
On top of this, we'll almost certainly be seeing the return of the Fleet Assault Cruiser with this ship, since the one briefly on Tribble had the same boff setup as this one. This would put it in the same place as the Prometheus - free tier 5 version, C-store tier 5 version, fleet tier 5 version.

What you are complaining about doesn't make any sense - it is the exact same as every other C-store ship that isn't a fleet variant or a bought-oddy. Same number of consoles, same price range.
The console is essentially a free Eject Warp Plasma or Theta Radiation Vent ability, with the unique aspect that we need to manually denonate it to deal the most damage. Sorta like being in the Briar Patch
As for the torpedo, it works exactly as it's described: it has a 180 firing arc instead of the standard 90. But you can only have one at a time on any ship. Other than that, nothing special as far as we know.
And yeah, the Regent class is exactly the same as most other C-Store ships: 9 consoles and a added console ability. Only the flagships and Fleet ships are above this Tier, by statistics... so it seems you have the wrong idea.

Yeah, good luck with that theory. This will sell plenty. And as observed, the only CStore ship with more an 9 Consoles are the Oddy & Bortas. People bought the HEC with 'only' 9 Consoles on it.
I'm baffled why people thought this ship would have 9 consoles, in the C-store ship lineup only the Ody/Bortas have 10 consoles - no ships after that were given 10 whether they had consoles or not.

Yep, gotta agree with Trek21 and others on this. It is as good as the other ships in tier 5. Depending on how the two unique features work out, it may turn out to be better.

I'd say its better because of the wide arc quantum torpedo, though I kinda wish it had two Acc mods along with the Arc mod.
Plus with this in the c-store they will probably re-release the t5 fleet version which will get the discount.
I suspect most people who bought the Excelsior will buy this. Why? Because its basically a +1 Excelsior.

As for the ship. C-Store ship is 9 Consoles with a Unique and the Fleet variant which you'll get for just an extra fleet Module will have 10 consoles.
As I see it, Having a much requested BOFF layout, Console and a Weapon it's a bit more value than a Console ship with a Good BOFF layout.

I fly the excel and I doubt that I'll mess with this new C-Store ship, at all. It's basicly a trade off for TT1 that costs ET1 and that's about it, except for a console I doubt I'd use at all. And......, it turns not quite as good as the excel. I believe I'll keep my ACC torps as well as we still haven't seen if the damage (DPS) is consistant with what's out there ATM. I'd almost be willing to bet that there will be a DPS loss in the comparables.
I just do not see the Excel +1 aspect. But, I would probably buy a "fleet" version of the Excel. And could also, in fact, get me to start PVPing again against 10 console escorts. My fleet escort now runs the same exact resists that my Excel does only the escort has about 2/3rds more comparable damage to it.
I know a Cruiser is here to tank and heal, but this one does it quite well for PvE.

Personally I think the reason they're surprised is that they don't pay attention to ANY C-store ships that aren't refits of popular designs. So when a Sovvy (high demand) or an Intrepid or a Defiant comes online and doesn't fit the earliest, potentially unbalanced pattern, they flip out, no matter if the precedent was set by other, less known ships.
