Emergency Power to Shields 1

When I cycle two EPTS1 on a build I often notice a cool down time of 2 minutes on the one that activates and a 45 second CD on the other.
No SNBs or other CD effecting abilities are upon me, as I'm testing in a nonPvP enviroment against simple foes (defense contract) to see what the CDs for my abilities are like.

What gives? Why am I seeing a 2minute slow CD on the power thats suppossed to only have a 45 second CD?

The reason you see that is because the game thinks you are activating BOTH. the 2 min cooldown is the one your BO has no skill points in, and the other on is maxed out on skill points.

Also, all "emergency power to ___" powers can be used only once every 15 seconds as it is.

Is that not a flaw in the game? I have two BOs with EPTS1, both maxed in points but am only activating one at a time when I use the build.
Should not the first go into the 45 second CD and the other unused one go into the GCD?

thats strange. the one you click should have a 45 second cooldown, the other copy should have a 30 second cooldown, and any other EPtX should have a 15 second cooldown. triple check that you dont have 1 of your boffs unspeced

I certainly will check again. The wierdness though is why I felt the urge to ask for a second opinion.

rolled at least through 5 different toons in space tonight.. they all cycle EPtS... didn't see an issue with the cooldown for me

Its a sign that you've been out of the game for too long...need to play more STO to ensure you don't forget how it all works.

True, I have played less and less since the game went more focused on microtransactions than storyline, more P2W than PvP balance, even more ignoring one fanbase to feed the other.
What can I say? My interests wane when little is done to keep it vibrant.

No. The first goes into the 45s CD, the unused one goes into the Duplicate Ability CD of 30s.

I rotate EPtW1 x2 and EPtS3 x2, all maxed. When I activate EPtW1 it goes into a 45s CD, the unused EPtW1 goes into a 30s DACD, and the two EPtS3s both go into the 15s GCD.
