...yeah. That is the result of editing the uneditable Boffs, at least my attempt. I was only going for a Gorn with a tail on it but you can make far more insane things.
Easy enough to replicate, just select one of your editable costumes, then a boff's, edit it and make a change, any change. Then select your ugly-TRIBBLE Jemmy or something and try to edit him. Any special stuff like costumes, the Breen EV suit, unique textures, whatever all get lost, but you end up with a supercharged Alien editor. What the Alien editor should have been.
Oh, and then weep for the true bug in all this... the fact that pressing accept doesn't commit a single change. Let it be known at any rate that this is happening, and please Cryptic, this editor version obviously exists, can we please cram it into Alien editing?

And yes, it would be extremely easy for Cryptic to enable more options for aliens. Will they? That's a different question entirely...

Agreed! We need this to be legit so we can have more epic toons than ever!
by epic do you mean nore 9 foot tall coral headed toons or more of the freakshow that is on parade constantly on Drozana?
