I am still flying the galaxy where i have 2 Tac boffs that i use depending on the enemy i am facing. One has fire at will and torpedo spread against groups of enemies lieke corvettes and frigates the other beam bank overload and hig yield against "Motherships" like Negh`Var, Warbirds and others.
But it seems that Beam overload and torpedo spread do very little damage. overload does mostly same or less damage than a broadside phaser shots (1 shot per bank not all 4)
What are the best abilities to use (on a galaxy and on a sovereign wit 2 Tac slots)
And is it useful to equip my ship with transphasic or tricobalt torpedos? Do transphasics really have such a good bleedthrough and do tricobalts destroy a cube with one shot?
First thing with beam overload, is you need to make sure your power is as high as possible. So try stopping all your other banks from firing just before that shot, and if you need to use a battery to get 125 power. Then activate the power and fire one of your arrays. I've also heard that dual beam banks are good for overload...
As for the torpedoes doing little damage, the main culprit here could be shields. If there is any shields at all, they do little damage. Make sure you are firing when the hull is exposed, or try firing right after doing the beam overload attack, which has potential to rip open his shields.
As for torpedo type... I highly suggest avoiding the "specialty" torps until the devs fix them. As right now they are useless. I suggest for you putting Quantum torpedoes, for their higher damage.
One Beam Overload is not something you use on Beam Array, you use it with a Dual Beam Bank. If you put all your weapons on autofire and have more than a Single Beam or Dual Beam don't even bother with Beam Overload. Since the goal is to save it for Bare hull and not waste it on shields.
Beam Overload has a massive power drain which needs to be countered for effective use, Batteries, Nadion Inversion (Engineer) and EPS Power Transfer (Engineer) are all good ways of getting around it.
Fire at Will increases the speed at which your beams fire, if there is one target they do more dps, as well as doing AOE on multiple targets. Making it one of the best skills for a Beam Boat Cruiser.
Torpedo Spread does not do as much single target damage as High Yield, but if you can only take one out of the two take Torpedo Spread, it will do more damage against multiple targets than High Yield will do against one. Also Torpedos don't do jack with the Shields up.
Transphasics have been buffed to 40%, but look how low there damage is, 2155 now 40% of that is a mere 862. Now look at Photons 2980 but they fire nearly twice as quick as Transphasics. Since Transphasics are joke with shields up and down you may as well run Photons or Quantums and wait for the shields to go down. Heck I think Plasma is guarunteed hull fire in Torpedo form and the Dot is probably worth more than the Transphasic penetration. NPC's rarely use Hazard Emitters.
I think I saw a Video where a Torpedo built B'rel used Quantums more effectively than it could use Transphasics.
And a Tricobalt Torpedo will not one shot a cube. A probe on Normal maybe but not a cube.

I use a mix of Beam Overload (BO) and Fire at Will (FAW) with no Torpedo skills. As such I would use skills like Emergency Power to Weapons (EPtW) to keep weapons power at or near 125 to maximise energy weapon damage. Using only 6 or even 5 beam arrays will also help. Just bear in mind that BO will drop weapon power by 50 for a second or two. Use it when you need to do a lot of damage quickly. - I would only use a Dual Beam Bank if I don't expect to maneuver a lot against a target(s).
Rather than use the typical torpedoes... I prefer something like the Tricobalt or Breen Cluster (transphasic) since those either do not rely much on Torpedo skills or work well without it. A typical scenario would involve a BO (which should remove all or most shielding from the target) followed by a Tricobalt torpedo (torpedoes and mines are unaffected by your weapons power level). Less emphasis on torpedoes also means less of a need to keep a target in the frontal 90 degree arc.
Not having Torpedo skills means I can have skills like Attack Pattern Beta / Delta instead and especially Tactical Team.

Transphasics have 40% bleedthrough. But they also have a lower base damage and a slower rate of fire. If you are expecting to be unable to lower the target's shields for an extended period.. they might be just the thing. Otherwise, most other torpedo types are superior.
A tricobalt torpedo hit can destroy a cube... if you are lucky to score a critical hit when the cube is already damaged.
