I am in the process of constructing a drain build with a Bortasqu' Command cruiser and with phased-tetryon weapons, plasmonic leech (thankfully, a fix for this is on the way!), etc.. My question is whether I should use beams in all 8 slots or whether I should use a configuration that includes a few turrets + rapid fire, in order to increase my chances of hitting one of the two procs. Any thoughts? Thanks in advance.

The Bortasqu is a beam boat. It would be very hard to do 4 Cannons 4 Turrets on and let's be honest the Vor'Cha is the Cruiser of choice for a KDF Cannon build. With an RCS DHC's are practical.

Is the assumption that you will be using this for pvp? Straight up honest, without knowing exactly your intent and the environment you will be using it in any answer is just about as useful as the next.
For instance, 'I'm making a real drain build based around science drains also and intend my ship to debilitate the enemies ability to do combat' is far different from 'I'm using Plasmonic Leech to keep my weapons power up'.
That's an excellent point. Part of the issue with a DHC build is that things die so fast its hard to gloat.

EDIT: no but really. an all lolaron turret build is stunningly pretty to watch and it does do a large amount of draining. Im just not sure what to use it for. As part of a team I'm sure you could work it in somehow, but in the puggles it doesn't feel as if as if your contribution is that solid. I mean it could be, if there was someone to take advantage of what you were doing, I guess that's where the "team" thing comes in handy.

It's a simple test, you want Polarons so get the Polaron dohicky for the Tac Console slots.
Buy 6 Polaron Beams and 8 Polaron turrets all cheap Mk XI whites.
Try em both out, even with Tetryon Glider I argue those turrets will be so weak as not to do a thing. Where as the Beams will do almost as much proc wise but still hurt when they start hitting the hull.
Make sure you have a BOFF with TT1 > CRF1 & TT1 > FAW2 than you can do the test. I've tried all turrets and I've tried all beams. I will never choose turrets over beams.
Got an Escort? Want something in the back? Turrets. Same for a BoP. Same for my science build (Torpedo boat). Not good on a cruiser.

Oh I think you're confused. I don't want any of this. I was just trying it out for the lulz. Beams or turrets are what you do on a Bortas if you're sort of TRIBBLE. Ok, profoundly TRIBBLE.
But they ARE pretty! and us tarts LIKE that sort of thing. And if your curious turrets with scatter will outdo beams. Its a shame they both blow so its sorta like saying "My turtle can beat your turtle in a race!" and being proud of it.
And CRF 1? is that a joke? This explains why you like beams.

Thank you all so much for the helpful--and mostly civil--conversation. Essentially, I am going for a pvp team build. My goal is to build a ship that will drain energy and shields quickly so that those with higher kinetic damaging power can lay into the hull with quickly. My original question concerned the viability of turrets on a Bortasqu', not all turrets, but 2-3 in the rear to supplement the 5-6 other beams. Remember that my energy time is phased tetryon. Since turrets fire more often, I was under the assumption that the proc would also engage more often. But there may be some trade-off here in terms of general dps level. In any case, all of you have given me some interesting things to think about and I am very grateful. Thanks again.
You may want to consider Polaron cannons in the fore, or an all turret build. If your building this for a team, I would try it out with your mates first.
Remember you can still fit CSV 1 and 2 on this ship, or CRF 1 and 2 and have a choice between tactical teams and patterns. And that's going very easy on yourself as far as needing to point the ship.
All the drains happen faster the more often the weapons fire. Turrets fire fastest. Beams will fire slowest.
Tet glider will easily drain as much shields over the same time period as a weapon proc from phased tet and as you are likely going to spec for draining, the power drain from Lolarons will also be considerable.
By easily I mean that in fifty shots from a weapon you will likely get at least one and maybe two weapon procs for say 1k shield drain. Tet glider will give you about 2k over the course of fifty shots.
Of COURSE that doesn't stop to consider targets resistances etc. Of course you need to have the omega set, but its not terribly hard to get. And it will make your Bortas ZIPPY!

Pretty sure my Bortas beam boat can out dps your Bortas cannon boat. There is a parse floating around in archives to back that up.
Regardless, go with what makes you happy and damn what is or is not the best way to do things. The game is not that hard.

yeah, there are NO Boff skills that effect turrets.... That is a significant limitation of a turret build in itself.
Well, the cannon Boff does allow a faster cooldown buff if you want to run a single CRF3/CSV3 or CRF2/CSV2 so you can load up other attack patterns. Basically the same advantage you get with beam based Boffs.
KDF is the only side that can make an 8-beam ship work well ... if you have the plasmonic leech.
Its a simple setup:
8 beams.
Plasmonic Leech
Emg power to shields and emg power to weapons -> keep them constantly cycled.
and set the lt cmdr. slot universal as science. Use two power siphon and keep them constantly on. The rest of the sci slots are shield heals.
The beauty of dual siphons is the duration of the siphon overlaps into the next one. So for 10~15 seconds between the use of the siphons you will be receiving the power bonuses of both siphon powers. that can be as much as +35 power!
Doffs: 3X doffs that trigger power to ship when emg power abilities are used and 2 doffs that lower the re-use timer of the emg-power abilities.
Power settings to run is 70 weapons, 60 shield, 25 engine, rest in aux.
(settings may vary based on your capt. skills)
With this system your bortas will be at 100/100/60/100 power almost all the time. Weapon power does dip every two cycles or so but it is brief. Equip two EPS 70% consoles.
...and if you use polaron beams with omega 2-set bonus to gain tetryon glider....
