Since I wasn't around before F2P, I can't answer your question about new maps (though from what I've gathered, they haven't changed much). However, the game seems pretty fair; I have no zen items on my ship, but I do pretty well in PvP (well enough that I've been hunted, which amuses me).
And looking at the game queues... the Klingon side is nearly always empty when I go to PvP, but there also seems to be a lack of Federation PvP'ers in some queues.
1. if you were a subscriber and had a VA, you probably had a VA ship (tactical escort retrofit, long range sci vessel retrofit, etc...)
Those cost money now, but are still very competitive. The normal T5 ships are not much behind, but some consoles that came with those c-store ships can make a difference but only a little.
2. Needed, is out of the question...play whatever you want...but klingon side is heavily underpopulated.
3. no big changes that are worth mentioning...some sets from the redesigned stf's are a must have (maco shield for example)
4. yeah you need to merge a PWE accout (create one) with your old to logg into the game or enter the forum.

I didn't do much PVP prior to F2P so take what I say with a pinch of salt lol
1. Not sure fair is really the right word, if you're a great player with one of the lockbox ships that have appeared while you were gone then you are more then likely going to win. But if your a great playing in any ship then you can do well!
2. I don't fight the Klinks much, the queues seem quiet when i'm around. But i'd say both factions needed more PVPers.
3. No new maps, no new gametypes. But as a previous poster said, STF sets in some mix or another are important.
4. PWE ****ed the forums up.

Its never 100% fair, someone who cannot obtain a specific lockbox ship versus someone who has it, yup, there is always a difference. But that difference is just as different as one having a Red Matter Capacitor since the game launched, and someone who hasnt. Also someone having a lockbox ship with higher stats do not necessarily mean that he will perform better then you. Skill in this game is still necessary although alot of people believe otherwise these days. Also, ships that were previously obtainable with VA tokens are no longer free, so those are basically also pay2win now in the eyes of a Free2player. As for every aspect in pvp, you need to obtain and take what is best, ship wise, ability wise, weapon wise.
2. On which side are more pvp players needed? Still FED or Klingons? ( Are there maybe new races to pvp with?) KDF requires much more players to make the queue pop somewhat more for them.
3. Any major changes in the pvp mechanics? Maybe new maps etc? No, except for all the new fancy toys that have been released which are (logically) able to be used also in PvP. Some stuff have been balanced, some stuff hasnt been touched in ages. Weapon procs have been balanced out a bit. (Although some still claim they are GRAVELY OVER POWERED hahahahahha) Chroniton procs has been fixed and is now resistable by Dampeners (And immunity with stuff like omega), has been in the patch notes, but so far the patch has not really been implemented lol

1. Other than OP lockbox ships, P2W isn't that big of an issue to a skilled player.
2. ALL of PVP is in a slump right now due to players grinding resources and FM (Fleet Marks) for their fleet starbases. Once the higher tiers become widely available (it could take months) the qeues will pick up again. But, the Klingons are always less numerous thans Feds.
3. There have been major changes to the skill tree since F2P. Now you can use any weapon type without having to specifically spec into it. Phasers are still OP, the STF shields bonuses make plasma useless, Transphasics got a bleedthrough boost, and Polarons & Tetryons got a boost. There are also new double proc energy weapons like the Phased Tetryons (Phaser and Tetryon procs, shield stripping nightmares), Spiral Wave Disruptors (Phaser & Disruptor procs), etc, etc. Many folks say that Sci abilities have been nerfed into oblivion, but they're actually just alot less OP (I probably lit a fire with that one). I highly recommend speccing as much as possible into Flow Capacitors, Power Insulators, and Inertial Dampners. Also, any ship weapons you do have should have at least 1 if not 2 [Acc] mods on them or they will be useless. It doesn't matter how often you crit or how severe if you can't hit the target.
4. No, you cannot. You can still edit you avatar, & put your join date in your signature, if that really matters...
I like my Sci guy & I like my Sci ship & that's that.
1. P2W has been around for a long time now, it's just been a matter of increasing degree lately. Both ships and consoles can provide a siginificant boost.
Still, there are other issues like imbalanced doffs, imbalanced weapon procs, glitches (eg latelty dealing w/locking peoples weapons down), and imbalanced sets (borg 3 part and lesser extent Omega 2 part).
