so then you'd have 55, which is slightly above normal.
For skill bonuses, I believe a power level of 50 is the base point. Any point above or below that threshold gives a 1% modifier. So, a power level of 25 gives you a 25% penalty, while a power level of 125 gives you a 75% bonus. I do believe shields and weapons are modified slightly more, at 4% and 2% respectively.

This. The performance of anything dependent on a subsystem power level is determined by the actual (i.e., current) power of the system at the time the calculation is made. That actual power is the sum of the power setting and any buffs that may be active minus the results of any drains to power (internal or external). That could mean that your actual power is either above or below your power setting for a given system. What matters is what that actual power is at a given point in time.
For instance, let us assume you have your weapons power set to 70 and have Warp Core Efficency and Warp Core Potential maxed out, and you kick in Emergency Power to Weapons and/or a Weapons Battery, which maxes out your actual power at 125. When you fire your weapons, your damage will be assessed at a Weapon's power of 125, not 70. Conversely, let us say you have your weapons power set that way and your buffs running, but you have been firing all weapons banks and you just unloaded a Beam Overload or other weapon ability while some enemy is sapping your power with an Energy Siphon. Your actual power is hovering around 50 for your next shot. As such, your weapon's damage will be assessed at a power level of 50, not 70 and not what it would be if you had that power setting and all your buffs active with nothing else going on.
