Depends on what content you are going to run. I would suggest swapping out your engineering consoles for Neutronium armors and getting the Borg Console from the Assimilated mission.
Also are you planning on running STFs to get the Borg or Maco sets? The Jem Hadar set, while visually appealing, is really only effective(at least in my opinion) if you are going to run Polaron weapons given the bonuses it gives you for those.
Given that you are a tactical captain, I would suggest a different choice of ship as the Mirror Star Cruiser is more of a science BOFF focus and you are not able to take advantage of as many Tactical/DPS powers as you normally would be able to.
more or less of a fun ship, and grinding for the maco gear is TRIBBLE. Ive had the borg set but i dont like its looks. that and when i have the visuals turned off i get hit and they turn back on. got the assim module. my real pve ship is a advanced escort(prometheus) with full borg gear.
Well if it's just for fun and you want to use the Jem set, I would swap out for Polaron weapons and the respective tactical consoles for Polaron energy weapon damage just to get more effective DPS from your ship.
For science, I would grab another generator if you can or switch to 3X field generators to enhance your shield cap on the Jem Hadar shield. I used the Jem set briefly in STFs on my Odyssesy and with 3X Field Generators I normally only had to pop EPTS a couple of times here and there as I had enough shield HP to maintain them for most of the battles.
Another suggestion would be to swap the photon torp launcher into the back for on the beam arrays and go 3X beam + 1 torp fore and aft, which can be useful if you get enemies on your tail with shields down.
Id love to get 6 polaron beam arrays but I dont feel like running boldly they rode 6 times. Im thinking about getting the breen set again and run it with those transphasic torps. That set really did well before season 6 in stfs.
why post a fun build on the official forums...i mean it's not awefull...but far from competitve in PVP or elite PVE. The gear is far from impressive...the setup is flawed.
the people above pointed already at some of the flaws, so i don't add much to that.
polaron weapons can be easily obtained via STF borg gear...
the best setup is a borg 3 piece +maco shield
to get those you may only need to grind stf's for a weekend. If you know the tactics, do elites...if you don't inform yourself before doing elites.
my personal opinion: tactical captain should always command an escort and a star cruiser is the worst choice for a tactical captain (thats not even an opinion, it's a fact)

this is more or less for fleet actions. I have a main ship an escort. Im just doing this for ****s and giggles to see if it was even viable or even worth it. I can easily switch the jem stuff for my retro borg gear. Maco is not worth the grind in my opinion. Also in my dreadnought ive obliterated everything in stfs. so cruisers are an option. Also i havent lost any fleet actions with this ship either.
I think you ship might work better with some BOFFs equipped.
Seriously BOFFs are a vital part of your ship, not listing them isn't giving the full picture.
I was once DKnight1000, apparently I had taken my own name so now I'm DKnight0001. If I ask you a question it is not an insult but a genuine attempt to understand why. When I insult you I won't be discreet about it, I will be precise and to the point stupid.

PVE content is really not a good measurement for ship builds...Only PVP is, any setup that works good in PVP is excellent in any PVE environment.
I agree that a full maco is not worth grinding for...but the shield is most definately. Combined with 3 borg pieces it's the best setup, if you are not running something special like polarons or science drain ships.
Also are STF's and fleet event/actions no measurement for your ships performance, since it is not a closed environment that excludes any buffs, debuffs, dmg from other players.
Only 1vs1 PVP can offer you that.
appart from some vital informations missing (BOFFs, Skilltree), the setup has flaws, even if it is just for giggles.
you asked for thoughts on your build, here they are. I can guarantee your performance will improve if you follow not only my advice.

i didn't go for threat controle, because i thought you wouldn't wanna tank with a tactical captain.
for PVP i suggest to change acceton beam with extend shields and attack pattern beta with delta. (in that case skilling attack patterns would be smart...3-6 points) OR use FAW2 in that slot.
