Rosencrantz duty officer can't be slotted for mission.

I am unable to use duty officer Rosencrantz for any duty officer missions.
He doesn't show as selectable even though he should be.
Have the entire cast for Hamlet and he's the only one I couldn't use. So tried him on any mission and unable to use him.
