Actually.... "bound" status is irrelevent to starbase projects. Ferra's Doffs have a special code tag that identifies them. You can't see it though.
I dont know about that. I purchased two of the 3 officers needed for adding of the DOFF Engineer Officer to the base and neither of those officers showed up in my "Contribute" area. I have used bound white officers before but I cant even use these now.
