I have to deal with forum posters here who don;t understand about that issue as well. They just love posting in a low contract color against the dark background.
This option will certainly not harm. For instance I would like to grey my UI out in order to reduce the eye strain caused by red/blue contrasts.

Indeed! City of Heroes had this and it was a great feature.
I know I have a friend who refuses to play Klingon simply because of the intense red and subsequent eye strain. It's disappointing too since he loves the ships, the klink culture, and the c-store consoles!
Crazy to think Cryptic is not getting his money for ships simply because we can't alter the UI color!
This is a very old subject, many threads have been created by players complained about the intense red of the KDF UI, myself included, as well as some complaining about the bright blue of the FED UI and it seems those complaints have gone unheard.
For myself, even being able to just turn off the frames and borders on the UI leaving only the active elements would be an improvement.
I've taken to shrinking the scale of the UI to a minimal but still viewable size to compensate.
I certainly wouldn't mind if at some point they build in the ability to use user designed mods for the UI elements.

The one and only time I played a Klingon was for about 20 minutes and I;ve never been back. Literally gave me a headache.
"some third great unknown", the UI are textured overlay elements that are hidden in one of the .hogg files. I've looked through the files in the program folder and there is no file that mentions color adjustment. I suspect that there are 2 complete sets of ui elements, one shaded federation blue and the other shaded klingon red and what you choose at the character screen determines what overlay is loaded.
