I have been playing a while now and with everything that's going on I think it's time my Feds got into a decent fleet. I have a bank fleet but since it's just me I see no real reason to support it with missions.
I actually have 4 fed toons though 2 of them are just resource and doff farmers. This means that right from the get-go a fleet I join will be getting a good supply of white duty officers that I have saved up for this purpose. I believe I have at least 50 stored away. Mind you, if I don't find a fleet that satisfies me I can always sell them. Plus I have lifted my energy cap and am over 10 M which means I can also afford to contribute commodities.
I have particular things I am looking for in a fleet, though, and think it is reasonable for me to be picky considering what I bring to the table.
* Activity
I was in one fleet for a couple weeks (no names) that purported to be an active fleet but there was never any activity in fleet chat, except for one day when there was some social chat but nothing game related. I don't mind socializing but a fleet should have things going on; people should be organizing Fleet Missions, STF runs, accolade runs, and so on via fleet chat, so that fleet members have a chance to participate. In particular the fleet needs to be active at times when I am on, which is mostly late night for North America or morning for Europe.
* Leadership
Not everyone has the same level of participation, and one of a fleet's key resources is its veterans. There needs to be fleet leaders who are advanced enough to take on the tough missions and don't mind bringing newer players along and coaching them. Likewise a good fleet has mature leaders who moderate things, and kick abusive players while not abusing the power that this ability gives them. I am not looking to take advantage of a fleet and am happy to contribute but also expect not to be taken advantage of.
* Fun
I want a fleet where there are game events going on but the last thing I need is to be in a super-intense fleet where flame wars erupt because I screwed something up and we missed an optional objective. I acknowledge that I am not great at this game but I am learning things every day, and don't want to be around people who are super-intense or super-competitive.
* Communication
Though fleet chat is good it isn't really enough in the long run. It's good if a fleet has a website or forum, even if it's just a free forum on Yahoo Groups. Sometimes in-game chat and mail isn't enough. It's particularly good if there's somewhere you can find out things about what a fleet is like (such as a webpage) before you join. Likewise teamspeak is nearly a necessity in STFs and such and now that I have it for my KDF toons I don't know how I got by without it, so if a fleet doesn't use teamspeak I'm not interested.
* Respect the Trek
One of the things that draws me in this game is the Star Trek theme, and I want to be in a fleet whose name I wouldn't mind having above my toon's name. This means something that is believably a part of the Star Trek universe. I don't want to be in a Battlestar Galactica Fleet or a Stargate:Atlantis Fleet. I love those shows, but they are not Trek. I don't want to be in the "Silly Buggers Fleet" or the "You Are Teh Suxxors Fleet", even if the guys in those fleets are really good at the game. Likewise if you call your fleet "The Federation" or "Starfleet" then that makes no sense (your fleet is a formation
within Starfleet, which is an agency
of the Federation) and I really don't want that over my name. I want my fleet to sound like it has a real place in the Star Trek Universe, as an organization that would legitimately exist within Starfleet.
Well, that's my list of demands.

I am hoping that the fleet I end up with are made up of people that appreciate these things too. If you think your fleet fits the bill please post here!

My fleet is small. I can't guarantee any of those things because we haven't grown to a point where any of that is a concern. Can it be all those things? Sure, but it's too early to tell yet. I hope it does, but it's been my experience that what I want from my "fleets" is not necessarily going to be what I get without pissing someone, perhaps a lot of people, off in the process. So I'm leaving my fleets in STO very casual. So long as it's family friendly and nobody intentionally tries to TRIBBLE off others, I don't care who joins or leaves.
So in the end I don't know if you'll ever find what you are looking for. All I can do is say "best of luck" and let you fly on. Not even going to advertise my fleet here.

Anyone in our fleet is happy to help others when needed, in almost any aspect of the game and in some cases RL. We have a fleet TeamSpeak3 server that we use for voice chat not just in-game but also to hang out as well and get to know each other better (not required, just available). Many of us are located on the East Coast and Midwest (USA), Europe and now even parts of the Middle East.
Although I say our fleet is dedicated, we also realize that everyone has lives as well, so when you need to take the time, you don't need to be concerned about losing your position within the fleet due to RL too. We do not discriminate against such things because we understand that sometimes real life issues and problems can take time to resolve, and that some time is needed to sort things out.
So please, think about joining and moving with us into 2410 armed with the best Intel, the most specific and targeted body of knowledge about STO, and a group of Fleet-mates who will be there with you in the crunch.
