Idea for Open PvP

I'd read in places that there may be Open Melee combat at places such as Vulcan.
We know that PvP is at an all time low so an Idea to pick it up would be to have like an open space arena, like I could fly into the badlands, target the first enemy faction I see and open fire.
There could also be in the home sectors like in the Sirius block, maybe even Wolf 359 a Fed on Fed open arena.
It would be a bit informal compared to the current PvP methodology of challenging a player, but I think it would be a lot more fun and hopefully boost the current PvP method.
A player could be fighting with a fellow Fed in Wolf 359 and decide to want to 1 on 1 with this other player.
Just my 2 cents, and after playing since day of release, it's something I would like to see.
