Alright, since Borticus has fixed the Chroniton's proc. I believe that the next in line for a balance check is the phaser proc. Let's admit it everyone, the phaser shield proc is as deadly as Viral Matrix during launch. Well not as deadly, but when it procs the shield you are finished. Not even Emergency Power to Shields will save you if you have already used it.
Now let's brainstorm some ideas on how to fix the phaser proc.
1) While EPtS is active, your shield cannot be proc by the phaser
2) Remove the ability for phasers to proc the shields
3) Reduce overall power for the subsystem when it procs for 5 seconds
Just some ideas I came up with right off the bat. Feel free to contribute any other ideas on how to fix the phaser proc.
I do have batteries, but when they are on cooldown due to use of other batteries, your screwed. Not to mention that even if they were available. It only takes a second for them the other team to pop you.
phasers need a new proc. if an escort is shooting at you and the shields go off line its a death sentence. if your aux system goes down and half your heals go off line that can get you killed too. lack of engines and a defense score, ya that one sucks too, hope you like receiving critical hits. in situations were there is no margin for error and you lose weapons for several seconds, that can easily change the course of a battle.
ya, the phaser proc has got to go.
i say extra hull damage the same way the tet proc causes extra shield damage.
what if we went the other way. made every signle weapon type, including torpedoes, have a chance to take a subs offline. then phasers aint so op anymore, but sitting vs focus fire is still dumb eh...
phaser procs may stink, but it happens to be one of few ways to kill zombies, and still requires luck.

Since people use less hullheal most people think that dem is working better.

The solution 2 fix all this. Make pvp more simple. Weapons and shields without any specials would be a good begining.

And while we're changing weapon procs, they have to fix Plasma DoTs to not be a complete joke. 11 damage every second for like 10 seconds is terrible. And that's before hull resistances, STF gear resistances, etc are taken into account. So, I'm thinking:
Phasers: Power drain
Disruptors: Increased hull (and shields?) damage resistance reduction
Plasma: DoTs that are immune to Hazard Emitters
Tetryon: Increased damage to shields
Polaron: Instant hull damage
Antiproton: who cares

I find all those weapon procs bad. The phaser procs seem an attempt to model the idea that Starfleet Captains often order specific targets on the enemy to disable subsystems - but the proc is too random to model this well.
I would go with something else:
All weapons already come with 2 build-in "mini-mods", with mod meaning what regular rarity mods like [ACC] or [CritH] already are.
These innate mods would be:
[iAcc] = +5 % Accuracy
[iCritH]: +1 % Critical Chance
[iCritD]: +10 Critical Severity
[iDMG]: +3 % Damage Strength
[iDOT]: On critical hit, 2 % of non-crit damage / sec is applied as DOT for 10 seconds
[iPen]: On a critical hit, 10 % of damage ignores shield
[iSD]: +6 % Damage Strength vs Shields
And the weapons being set up like this:
Phasers: [iAcc] x2
Disruptors: [iDmg] x2

From what i remember from the IP, phaser where very accurate which made it easier to target subsystems.
However, there is also a simpler idea for phaser procs. Similar to tets. If you aren't spec'd into targeting and sensors their effectiveness declines (as it should.) Also, like subsystem targeting, there should only be a "chance" of the subsystem being knocked offline verse how it is now.
Oh and pets shouldn't proc player ships in matches. Had a match lastnight and it was constant proc. Shields, engines, weapons, aux. Luckily the group were newb carriers and fail-scorts so rarely came close to dying from their spam, but the fact remains, players + pets all running phasers trumps any premade team running all phasers.

Also, I've had build where I used ET,ETPx,Battery and not been able to keep up w/the rate of subsystem drops. It gets worse when people double down and use TSSx and VM (I'm not against these b/c they have a decent cooldown). But, there is no way to keep up w/the phaser proc rates.

Just took good old excel and always 8 turrets of each energy type. Shot 5Min at a stationary target.

Phasers: yes it stacks but havent seen more then 2 stacks at a time, and this is rare. Maybee u can get more systems offline at a time if more then one ship is firing at one target.
Systems were offline 5s to 1s, depending on how much points u put into subsytemrapair.
Cleared by et, eptx, eps-powertransfer.
Disruptor: doesnt stack but u get it the breach for 15s and the test showed that u can apply the breach nearly without interruption. Maybe it stacks if more then one ship is firing at the same target. Forgot to test if u can clear it with he or tt.
Plasma: ya plasmafire does stack (no surprise i guess)-was able to generate 4 stacks at a time. the duration is 15s for each apllied plasmaprocc. HE clears it.
Tetryon: most useless proc. nearly not noticeable if u lose 284 shieldpoints on each facing.
And the winner is:
Yay, polaron! It does stack. a single turretboat can suck a single target dry...so u can take off all systems at the same time. EPS-console give a little protection against this cause the energy taken down does faster get back. But if the procc is applied 2,3,4 or more often at a time ur dead.

Err... I don't think it's that bad. I specced into Subsystem Repair and barely notice the 'down time', to the previous poster, my only experience with multiple stack of the procs was having my shields, engines, and aux offline. I wasn't too worried if I can remember, but I'd imagine I'd just use my epts 1 or 3 + an aux bat or the rmc.

I had only 1 ship as target and 1 ship to shot at the target. But im sure, u can get more phaserprocs at 1 time if more guys in the opposing team use phasers.
on the first day the armatige was released, i experienced phaser proc, chrono proc, tracter beam, runabout/armatige combo worst case scenario. i even had time to fully realize how effed i was, and snap 2 screenshots before that fight ended. note that there are 3 separate subsystems down between those 2 pictures.
no one will EVER be able to convince me that phaser proc, in all forms, isn't stupidly OP, or stupidly common. an escort alpha striking with phasers can count on many of his kills coming from a lucky phaser proc leaving some ones hull exposed, and it only needs to be exposed for a second. all those kills he wouldn't have other wise gotten, if it weren't for the energy type he was using.

After the patch to tribble i chnked and there wasnt a single fix. Just a release note fix :P
But yeh, im collecting my own phasers for the haxy proc! Procspam ftw
And i fully agree with husanak, the VM fix should be in place here, and even then the phaser proc would stil be an awesome proc compared to other weaponary.

Proc chance stays the same, so really phasers are still fantastic.... but do not result in insta deaths.

awesome then phasers can never proc shelds since epts is always up.
Phasers: -1 to cost in firing weapon (better for beam boats firing many weapons at once)
Disruptors: +3% damage to hull (self explanatory)
Tetryon: +2% damage to shields (self explanatory)
Plasma: +5% damage to pets (smaller ships cant deal with the plasma fires as effectively)
Antiproton: +20% crit severity (Same as they are now)
Polaron: +1% shield penetration (no real logic to this one. Maybe someone else has a better idea)
